The City's Supply Branch administers purchasing activities in accordance with the City of Ottawa Purchasing By-law and established policies and procedures to ensure:
- The competitive process is cost effective and used whenever possible
- Fair, open and equitable treatment to all suppliers
- Best value for taxpayer dollars
- Conformity with the Agreement on Internal Trade (AIT), and the Ontario-Quebec Procurement Agreement (OQPA)
Procurement Opportunities
- Goods: includes office supplies and equipment, furniture, computers, hardware, clothing, traffic and related products, safety and first aid, construction and building materials, recreational products, electrical, plumbing, and sewer and water parts
- Professional and consulting services: includes architectural, engineering, informatics, financial, strategic management, environmental, transportation, traffic and other services
- Construction and technical services: includes general construction, building maintenance, landscaping, roadway construction and maintenance
- Fleet and heavy equipment: includes all vehicles, equipment for grounds maintenance, construction, specialized vehicles and equipment, fire apparatus, buses, equipment rentals, snow removal services including dump trucks, snow removal crews, fuels and lubricants, and all related services

Distribution of bids
- All requirements for Goods and Services valued at $50,000 and over are advertised on MERX;
- All Construction contracts valued at $50,000 and over are advertised on the OCA bulletin board;
- All requirements for professional and consulting services valued at $50,000 and over are advertised on MERX
- All requirements for Goods and Services under $50,000 may be advertised either on MERX and the OCA bulletin board, procured from standing offers or sent to select suppliers based on previous similar procurements.
Bid results - Tenders
Bid results are posted on voice mail following bid opening and remain on the system for a minimum of 24 hours. The telephone number for bid results in both official languages is 613-560-1322.
Bid results - Proposals / Qualification Submissions
Results in the form of a written letter are provided to all respondents after an award has been recommended.
