Councillor Allan Higdon
Alta Vista/Canterbury
[Ward OT10]

Allan Higdon was born in Dublin, Ireland and emigrated with his family to Canada in 1957. After graduating from high school, Allan travelled extensively in Europe and Asia. Upon his return, he entered Queen's University and graduated with a B.A. in English and History. Allan later attended the University of Toronto, where he graduated with a Bachelor of Education and was awarded the distinction of Associate of the Royal Conservatory of Music (A.R.C.T.).

Allan was subsequently invited to work with the Canadian Institute of Mining and Metallurgy (CIMM) on the development of a national education curriculum dealing with the world of work. While living in Toronto, Allan met Willa Rea and they were married in 1979. Upon successful completion of the CIMM project, Allan and Willa travelled throughout South-East Asia for a year and came to Ottawa in 1980. They began a family, which now includes two children, Leith (14) and Andrew (11).

After a period of teaching at Ottawa high schools, Allan worked on Parliament Hill before becoming a self-employed consultant specializing in social and demographic research and communications. In 1988, Allan accepted a position in the Department of Communications (now Canadian Heritage) where he was employed as a Senior Policy Analyst, until his election as City Councillor.

Allan has been deeply involved in volunteer community affairs and organizations for many years, particularly in the area of financial management.

In addition to municipal involvement, Allan is very active in his church, where he is a long-time choir member. As Warden of St. Luke's church and Director of Redevelopment, Allan was responsible for financing and directing the complete renovation of the church and the creation of Serson Clarke Non-Profit Housing Corporation, of which he is Founding President. In 1991, Allan was elected to the Executive Committee of the Anglican Diocese of Ottawa and was subsequently re-elected for the following three years.

In November of 1994, Allan was elected as a member of Ottawa City Council for OT-10, which combines the old wards of Alta Vista and Canterbury. In 1997, Allan was re-elected by acclamation and appointed to the position of Deputy Mayor by a unanimous vote of his colleagues on City Council.

Allan has earned a reputation as an outspoken and thoughtful elected official who clearly articulates his views on issues of public policy and community development.
