Councillor Hill requested further information on the programme proposed by the South Nation Conservation Authority (SNCA). N. Schepers, Deputy Commissioner, Environment, reported the SNCA had submitted a proposal to develop a regional rural clean water quality programme, which had been approved as part of the 1999 Capital program. She stated through the work of an individual retained from the SNCA, and in consultation with the agricultural community, the local municipalities and Provincial agencies, a made in Ottawa-Carleton programme would be developed, noting the three watersheds in the Region. Ms. Schepers added the staff report represented a contract entered into with the SNCA for the services and expertise of the individual retained from the SNCA.

Councillor Hill inquired about duplication as she believed the conservation authorities were involved in similar activities. Councillor Stewart reported the Rideau Valley Conservation Authority had previously delivered the provincially funded Clean Up Rural Beaches programme, however, confirmed it had been discontinued 4-5 years ago. Councillor Stewart stated the RVCA were investigating programmes of this type, however, they presently did not have an active programme.

Councillor Hill requested more information regarding the measures to reduce both point source and non-point source water pollution. Ms. Schepers explained they were presently involved in the programme development phase. However, additional information on the programme content, grant structure and approval membership, etc., would be presented to the Planning and Environment Committee in approximately February 2000. Councillor Hill stated she would watch for further information.

Councillor Cantin expressed concern with the high price involved for the purpose of exchanging land. R. Ennor, Director, Property Services Division, reported the price for the property was approximately $10,000 per acre, noting it was owned by the National Capital Commission and otherwise would not be developed for a long time. He agreed if the land was being purchased on the open market, it may be at a much lesser rate. Mr. Ennor added the Region was required to pay for the net difference as they were purchasing more land than they were selling.

Councillor Loney referenced the West Transitway - Bayshore Station tender and inquired when construction would begin. M. Sheflin, Environment and Transportation Commissioner, reported it was an extremely important project and a "kick-off" was being planned around the event. He stated the Councillor would be informed of the timeframe and construction would begin in the near future.

Councillor Cantin informed Committee about the recent installation of a multi-way stop at Forest Valley and Orleans Boulevards. He stated the area was adjacent to schools and had become a busy intersection. The Councillor noted the counts confirmed it was eligible for traffic control signals, however, it had been decided to proceed with signs at this point to ensure continued safety. Councillor Cantin referenced the importance and thanked staff for the community involvement (schools in this instance) through their participation in the installation event.
