The Council of the Regional Municipality of Ottawa-Carleton met at Haydon Hall, Regional Headquarters, 111 Lisgar Street, Ottawa, on Wednesday, 10 May 2000 at 1:30 p.m.

The meeting was called to order at 1:41 p.m. and opened with the signing of the National Anthem, sung by Dominic D’Arcy.

The Regional Chair, Robert Chiarelli, presided and led Council in prayer.

Announcements/Ceremonial Activities

Dominic D’Arcy Day in Ottawa-Carleton – Sunday, May 21, 2000

Regional Chair, Bob Chiarelli’s Comments

"Today, Dominic D’Arcy will be singing our National Anthem.

Dominic D’Arcy, the "Singing Policeman" went from a front-line Officer to being in charge of special events in the Community Services Department of the Ottawa-Carleton Police Services.

Dominic has received many honours over the years – in 1999 he received the Governor General’s Award for Outstanding Involvement in his Community.

Dominic’s roots are Celtic/Country – he has performed for such audiences as Nana Muskouri and The Prince and Princess of Wales. Dominic receives most satisfaction bringing his message to hundreds of schools each year. Through his music, he has helped many troubled students turn their lives around and get involved in their community. He is regularly seen at many community fundraising events.

Dominic, I am very proud to read the Proclamation which declares Sunday, May 21st as Dominic D’Arcy Day in Ottawa-Carleton, and want to wish you all the best in your future endeavours:

In honour and respect of the service and contributions of Dominic D’Arcy and the Ottawa-Carleton Police Service towards the improvement of the quality of life of the youth, residents and visitors of the Ottawa-Carleton region, and

In appreciation of the message of good citizen delivered through music to youth in hundreds of schools every year, and

In recognition of musical performances that encourage youth to become involved in the community in the war against drugs, alcohol and smoking, and

As a tribute to initiatives which assist youth to believe in themselves and follow their dreams.

Therefore, I, Bob Chiarelli, Regional Chair, hereby declare that Sunday, May 21, 2000 shall be known as Dominic D’Arcy Day in Ottawa-Carleton."

 

 

 

Willow Street Angels Award Ceremony

Regional Chair, Bob Chiarelli’s Comments

"I would like to take this opportunity to welcome the Willow Street Angels to our Regional Council meeting. J’aimerais souhaiter la bienvenue aux Willow Street Angels à cette réunion du Conseil régional afin de souligner l’importance de l’action bénévole accomplie au sein de notre communauté.

Having young people in the audience reminds adults how important it is to make good decisions for the future. The Willow Street Angels are being recognized for their volunteer work in helping to clean up and beautify neighbourhoods. Although, there are literally a couple of hundred Willow Street Angels, there are only 15 in attendance from St. Anthony School; D. Aubrey Moodie Intermediate School and Cambridge School.

Some of their achievements include:

These young people are a shining example of what healthy communities are all about. It is difficult at a young age to give up free play time to clean up neighbourhoods. Willow Street Angels have proven they are responsible and committed. Le Conseil régional est fier de la détermination et des efforts des membres du Willow Street Angels.

I would like to invite Angela Ierullo, Neighbourhood Alert Committee, Regional Councillor Diane Holmes and the Willow Street Angels to come into the Council ring. I would like to take this opportunity to present, on behalf of Regional Council, the "My Community My Neighbourhood Award" to the Willow Street Angels.

I would now like to thank Angela Ierullo for her coordination and supervision of the Willow Street Angels, as well as the Willow Street Angels themselves for their continued support in helping make our region a better place to live. Je voudrais en terminant remercier les jeunes du Willow Street Angels de leur dévouement car grâce à vous notre région est un endroit où il fait bon vivre."

Communications

1. Robert A. Richards, President and Chief Administrative Officer, Ontario Property Assessment Corporation (OPAC) stated that OPAC and the Ministry of Finance are working in collaboration in the formulation of assessment and tax policy, legislation and regulations. As part of this process, a Joint Committee was formed to provide a forum for the discussion of significant issues related to assessment and property tax policy as it affects assessment. He stated that in March 2000, OPAC made a submission to the Joint Committee on legislative, regulatory and policy issues and then provided a synopsis of each of these issues.

 

2. The Corporation of the County of Middlesex and the Corporation of the County of Simcoe advising Mary Jo Woollam, Regional Clerk, of their respective Council’s endorsement of the Region of Ottawa-Carleton’s resolution concerning Child Care Fee Subsidy Guidelines: Changes Introduced by the Ministry of Community and Social Services.

Community Services Committee Report No. 45

 

Food Safety In Ottawa-Carleton

 

Committee Recommendations As Amended

That Council approve:

1. The actions outlined in this report and submit to the Transition Board request for priority approval of the 2.2 FTE funding for Public Health Inspector positions as supported by Deloitte & Touche in their recent Human Services Review.

2. The principle of a grading system for food premises based on food safety; and

That the Health Department consult with interested residents, stakeholders (including the Ottawa Restaurant, Hotel and Motel Association) and health authorities elsewhere and return a report to Community Services Committee by September 2000 indicating how such a system would work, how much it would cost and what criteria to use in setting grades; and

3. That information be provided on the Region’s page in the newspapers to let the public know that they may call 560-1335 with concerns regarding food safety at retail food or restaurant premises; and

4. That Council contact the Minister of Health to request mandatory food handler training in Ontario and a province-wide food premises rating system.

 

Declaration of Interest

Chair Chiarelli declared an interest on Community Services Committee Report No. 45 – Food Safety in Ottawa-Carleton, as his family operates a business with a food service.

Chair Chiarelli did not take part in the discussion or vote on this item.

 

Community Services Committee Report No. 45 was then put to Council and "CARRIED" with Councillor van den Ham dissenting on Recommendation No. 1; and Councillors Beamish, Cantin and Hill dissenting on Recommendation No. 2.

 

Planning and Environment Committee Report No. 56

 

Summary of Assigned Functions: Annex VII: OMB Appeal Summary Report Re: Comprehensive Zoning By-Law #40-99, Township Of Goulbourn

 

Committee Recommendations As Amended

That Council approve:

1. That the position of the Region with respect to Item 1 (Jock River Flood Plain - Richmond) of the Region’s appeal of the Goulbourn Comprehensive zoning by-law be to support an amendment which would recognize existing uses and permit a single dwelling on lots of record;

2. That staff be directed to withdraw Items 2 (Organic Soils) and 4 (Wetlands - Adjacent Lands) of the appeal; and,

3. That Items 3 (Commercial Zones), 5 (Wetlands) and 6 (Lot 15, Concession 10 - Specific Open Space Zone) be sustained.

"CARRIED" with Councillor Legendre dissenting.

 

Transportation Committee Report No. 61

 

1. Safety Audit - Cedarview Road

 

Committee Recommendations As Amended

That Council approve the following:

1. That formal arrangements be entered into between the Regional Municipality of Ottawa-Carleton and the Ontario Ministry of Transportation, to implement the recommendations contained therein;

2. Be it resolved that the RMOC act as Ministry of Transportation’s agent for design, construction and property acquisition for the modifications of Cedarview Road;

That the RMOC delegate, to the Commissioner of Environment and Transportation, the authority to act on behalf of the Region, in engaging on behalf of the Ministry of Transportation, consultants and contractors following Regional policies;

That the RMOC direct staff to request Agriculture Canada to allow the Region to proceed with the construction of the works pending the closing of property acquisition, to allow for immediate implementation;

That the RMOC enter into a Memorandum of Understanding with the Ministry of Transportation to implement all of the above, at full cost to the Ministry of Transportation.

2. Kent Street Plan - Public Hearing

Having held a public hearing that Council approve:

1. The road modifications for Kent Street (Catherine to Gloucester) as identified by the functional plan attached as Annex C (Ainley Group DWG: Kent-01 to 05) and detailed within this report;

2. That staff investigate converting Lisgar Street between Bank Street and Kent Street to two-ways and report back by September 2000 on the technical challenges related to this.

Having held a public hearing, that Council approve:

1. The installation of traffic control signals at the intersections of Merivale Road and Leikin Drive, and Merivale Road and Old Highway 16 along with the construction of roadway modifications on Merivale Road from a point approximately 100 m. north of Fallowfield Road to Old Highway 16 as described in the report, and;

2. The proposed road works be jointly funded by the City of Nepean and the Region of Ottawa-Carleton as outlined in the report.

5. Terry Fox Drive Environmental Assessment Study

 

Committee Recommendations As Amended

That Council approve:

1. The alignment of Terry Fox Drive as recommended in the EA Study, and illustrated on Figure 3 (alternative 1-2) and Figure 4 (alternative 4-1);

2. The preparation of an Environmental Study Report (ESR) for Terry Fox Drive;

3. The development of an environmental protection and management strategy to address mitigation measures and long term protection of the areas of the South March Highlands which are potentially impacted by the alignment;

4. That the approval of Alignment 4-1 for Terry Fox Drive, be conditional on the following;

a. That environmentally-sensitive lands between the current limit of the Kanata urban community and the new Terry Fox Drive alignment be protected from development, should further examination confirm the findings of the staff report dated 17 April 2000 (Terry Fox Drive Environmental Assessment Study - Planning and Development Implications) and the earlier Brunton analysis, namely that the lands in question are "a unique landscape for Kanata with abundant rock barrens intermixed upland hardwood forest", and;

b. That the Regional Official Plan Amendment (ROPA) that will be required to realign the road be conducted concurrently with the ROPA to protect the natural environment areas as one package put before Council.

By-law 38 of 2000 to approve area municipality by-laws regulating traffic on local streets as follows:

By-law 39 of 2000 to assume for public use and establish as common and public highways certain lands to become part of the Regional Road System.

RESOLVED THAT the Rules of Procedure be suspended in order that Council may consider a motion concerning reduction of local programming on the CBC.

MOTION NO. 72

WHEREAS the Board of Directors of the Canadian Broadcasting Corporation is contemplating shutting down regional stations like CBOT and ending local programming like Ottawa's Newsday;

WHEREAS Canada's Broadcasting Act requires the CBC to "reflect Canada and its regions to national and regional audiences, while serving the special needs of those regions"; and

WHEREAS the CBC's own 1999 "Commitment to Canadians" filed with the CRTC promises to maintain a local presence and local programming; and

WHEREAS, amongst dozens of television options, there are extremely few local channels that tell the stories of our community in the critically-important medium of television;

BE IT RESOLVED THAT Regional Council join many other local councils and provincial legislatures in calling on the Board of Directors of the CBC to shelve its plans to terminate local stations and local programming as this community wants to maintain local choices that reflect the spirit, diversity and reality of our local community on our television screens; and

FURTHER THAT copies of this resolution be circulated to the President and Chair of the CBC, the federal Minister of Heritage and all local Members of Parliament.

the receiving of advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

Notices of Motion (For Consideration at Next Regular Council Meeting)

WHEREAS Council has implemented, from time to time, various restrictions on its Urban Truck Routes pertaining to weight and time of day in order to mitigate the negative effects of truck traffic on residential communities;

AND WHEREAS the Region in 1997, following extensive public input, adopted a policy in its Transportation Master Plan which provides in Section 2.5.3 that Council shall:

"4. Enact a night-time ban on truck traffic, for a trial period, on King Edward Avenue with appropriate mitigation measures to ensure that there is not a shift from this corridor to any other corridor because of the night-time ban. Consultation with the community and trucking industry will precede the trial restriction, and be an important component of a monitoring and evaluation program. The identification of a permanent night-time truck route should be pursued simultaneously, if necessary."

AND WHEREAS the negative impacts on the community abutting King Edward Avenue will continue in the absence of construction of an alternative permanent interprovincial truck route;

AND WHEREAS Council therefore wishes to pursue this part of its Transportation Master Plan initiated in 1998 and, as required by the OMB, to continue to implement appropriate action to establish an alternative permanent interprovincial truck route and to improve the quality of life for the King Edward Avenue community;

THEREFORE BE IT RESOLVED THAT Council proceed to implement section 2.5.3, Policy 4 of the Transportation Master Plan.

 

Declaration of Interest

Councillor R. Cantin declared an interest on the Notice of Motion regarding the night-time ban on truck traffic on King Edward Avenue as he acts as a consultant to a firm who has business interests in the Outaouais.
