DISPOSITION OF COMMITTEE REPORTS TO COUNCIL

POSTPONEMENTS AND DEFERRALS
MOTION NO. 279
Moved by Councillor A. Munter
Seconded by Councillor P. Hume
WHEREAS public transit is a service of regional government
with a significant taxpayer contribution and significant public
priority; and
WHEREAS OC Transpo's separate structure means it has its own communications and public affairs, transportation planning, finance and administration, human resources, information systems and equipment maintenance departments, running in parallel to regional government departments that carry out the same functions; and
WHEREAS OC Transpo has faced provincial budget cuts of approximately $10 million and has made decisions to accommodate this loss in revenue; and
WHEREAS the merger of numerous OC Transpo administrative functions with regional functions would allow for considerable savings and thus reduce the impact on service;
THEREFORE BE IT RESOLVED THAT Regional Council support in principle the merger of OC Transpo administrative functions with regional government, where such mergers can reduce costs; and
FURTHER THAT the Regional Auditor prepare a report outlining how services could be rationalized; and
FURTHER THAT the Chief Administrative Officer prepare a report
on options for changing the current arm's length relationship
between the transit commission and Council to make transit service
more accountable to the full Council, including how this could
be accomplished through procedural by-law changes, changes to
legislation or other means that are available; and
FURTHER THAT these reports be brought to Council by January 15, 1998.

COMMUNITY SERVICES COMMITTEE REPORT NO. 49
1. RESPONSE TO MANDATORY HEALTH PROGRAMS
AND SERVICES GUIDELINES
COMMITTEE RECOMMENDATIONS, AS AMENDED
1. That Council approve the proposed changes to the Mandatory Health Programs and Services Guidelines (May 1997 Draft) to be included in the Health Department's submission to the Ministry of Health, Public Health Branch.
2. That the Ministry of Health be advised that Council is concerned that the Draft Guidelines are too narrowly-focused on disease groups and neglect the important role for public health units in advocating for public policy that promotes health (i.e., accessibility of medication and dental care, gun control, policies to prevent child poverty).
3. That the Draft Guidelines be amended so as to incorporate issues relating to the known link between health status and adequate income.

2. REQUEST FOR CHILD CARE CAPITAL FUNDING.
COMMITTEE RECOMMENDATIONS
That Council approve:
1. A capital grant to The Children's Centre comprising 80% of the total construction project costs to a maximum of $960,000 for the reconstruction of the child care facility; and
2. That $960,000 be transferred from the Child Care Contingency Fund to the Child Care Capital Reserve Fund for this purpose.

CORPORATE SERVICES AND ECONOMIC DEVELOPMENT COMMITTEE REPORT NO. 63
1. CANADA-ONTARIO INFRASTRUCTURE WORKS (COIW)
EXTENSION PROGRAMME
COMMITTEE RECOMMENDATIONS AS AMENDED
That Council approve:
1. The recommended projects outlined in Annex 'A' for formal submission under the terms of the Canada-Ontario Infrastructure Works Extension Programme, as amended by the following:
That Annex A be amended to delete the $500,000 allocation for Bike Lanes and that amount be added to the Re-surfacing Program for 1997;
2. That the Chief Administrative Officer be given delegated authority to award contracts in order to expedite the programme to meet the required timelines;
3. The enactment of any necessary by-laws in order to execute the Programme;
4. The Finance Commissioner be authorized to establish the necessary project authorities and financing for the recommended projects;
5. The motion as set out in Annex 'B' of the report, as follows:
Whereas the Regional Municipality of Ottawa-Carleton acknowledges receipt of correspondence from the Honourable Al Leach, Minister of Municipal Affairs and Housing and the Honourable Al Palladini, Minister of Transportation and Minister Responsible for the Canada-Ontario Infrastructure Works (COIW) Programme regarding the extension of the COIW Programme.
Whereas the provision of additional grant funding by the Federal and Provincial governments dedicated to the renewal and repair of transportation, water and sewage systems is appreciated and will assist the Regional Municipality of Ottawa-Carleton in addressing deficiencies in our existing infrastructure.
Whereas the Regional Municipality of Ottawa-Carleton will participate in the extension of the COIW Programme and will submit applications for candidate COIW projects by the application deadline of 13 June 1997.
Whereas the Regional Municipality of Ottawa-Carleton is concerned that the completion date of 31 March 1998 established for completion of projects under the extension of the COIW Programme does not provide adequate time for design, competitive tendering and construction of projects.
Whereas the primary focus of the COIW Programme extension is on the renewal and repair of transportation, water and sewage infrastructure which will involve system repair and rehabilitation activities that cannot be carried out during the winter months.
Therefore be it resolved that the Federal and Provincial Governments be requested to extend the completion date for projects under the extension of the COIW Programme from 31 March 1998 to 31 October 1998 and that a copy of this resolution be forwarded to the Prime Minister of Canada, the Premier of Ontario, local Members of Parliament, local Members of the Provincial Parliament and the Association of Municipalities of Ontario.
6. Whereas $0.8 million worth of capital works will be completed along Conroy Road in 1997.
Whereas a contract for the detailed design of the widened Conroy Road has been approved by the Corporate Services and Economic Development Committee for completion in 1997.
Whereas the 1997 Canada-Ontario Infrastructure Works Programme advances approximately $5.6 million worth of capital construction works into the 1997 Capital budget.
Whereas this work will free up capital construction monies in the 1998 budget.
Therefore be it resolved that staff be directed to include the next phase of the Conroy Road project in the 1998 Budget estimates.

RESOLVED THAT recommendation 1 of Item 1 of Corporate Services and Economic Development Committee Report No. 63 be amended so that the staff recommendation of $500,000 be approved for bike lanes.
2. CONROY ROAD (HUNT CLUB ROAD TO WALKLEY ROAD)
CONSULTANT CONTRACT - NEXT PHASE
COMMITTEE RECOMMENDATIONS
That Council approve:
1. The next phase of work to Contract CA-8938 to Delcan Corporation, Ottawa, for the detailed design of the Conroy Road project, in the amount of $850,000 bringing the revised total contract provision to $2,134,000;
2. An increase in project authority for Conroy Road (Hunt Club to Walkley) from $1,610,000 to $2,710,000 to cover the above works. Funds in the amount of $1,100,000 to be transferred from the Transportation, Regional Development Charge Reserve Fund.

That Council:
1. Declare the property described as being part of Lots 45, 46, 47 and 48, Plan 369, shown as Part 3 on Plan 4R-8932, and part of Lots 51 and 52, Plan No. 369, shown as Part 2 on Plan 4R-12827, all in the geographic Township of Nepean, now City of Ottawa, surplus to Regional needs;
2. Approve the sale of Part 3, Plan 4R-8932 and Part 2, Plan 4R-12827 to a Corporation to be formed by Hsin Hui Shin, for the amount of $250,000.00 pursuant to an agreement of Purchase and Sale that has been received.

APPROVAL FOR CONTINUATION OF LITIGATION
COMMITTEE RECOMMENDATION
That Council approve continuation of the defence of actions brought against the Regional Municipality arising from the backing-up of sewers on July 23, 31 and August 8, 1996 on the basis set out in the report.

TRANSPORTATION COMMITTEE REPORT NO. 53
1. LANDSCAPE ADVERTISING SERVICES
COMMITTEE RECOMMENDATION
That Council approve that a request for proposals be made for the provision of landscape advertising services along Regional Roads within the Region.

2. TRAFFIC CALMING PLANS - INQUIRY TC-25
COMMITTEE RECOMMENDATIONS AS AMENDED
That Council approve that specific features of Council-approved traffic calming plans be approved for implementation at the time of road reconstruction projects, subject to:
1. The specific traffic calming features on the road to be reconstructed having been designed by a municipality or the Region, advertised by a municipality or the Region, and approved by Regional Council;
2. There being sufficient funds for implementation in Account 912-30740.
3. That if traffic calming features incorporated with road reconstruction projects do not utilize all of the budget, stand-alone traffic calming features be constructed.

TRANSPORTATION COMMITTEE REPORT NO. 54
1. AIRPORT PARKWAY/HUNT CLUB ROAD INTERCHANGE - PUBLIC HEARING
COMMITTEE RECOMMENDATIONS AS AMENDED
That Council REJECT the following recommendations as amended:
1. Approve the preliminary design for the Airport Parkway/Hunt Club Road Interchange as illustrated on drawings R-30736-1;
2. Approve the installation of traffic control signals at the intersection of the Airport Parkway ramps and Hunt Club Road;
3. Approve the implementation of stop control at the southbound Airport Parkway off-ramp to westbound Hunt Club Road intersection;
4. Authorize the relocation of the utilities as shown on presentation drawing R307361;
5. Approve that cycling route signs on the Airport Parkway be considered as part of the public hearing process;
6. Resolved that: In recognition of the Cycling Transportation Network status of the Airport Parkway and in recognition of the additional traffic which the Parkway is expected to carry; that signs be placed on the Parkway this year urging motorists to share the road (such additional signage not to come from the cycling budget).
7. Approve that $50,000 for enhanced landscaping be included as part of this project.
8. Approve that staff be directed to prepare terms of reference to continue the impact study of the traffic implications to the communities of Old Ottawa South, the Glebe and Centretown to the north and examine all ramifications downstream and that this be submitted to the Transportation Committee on 2 July 1997 and to Council on 9 July 1997.

CONSIDERATION OF RMOC REPRESENTATIVE ON
SELECTION COMMITTEE, FOR CITIZENS' PANEL ON LOCAL GOVERNANCE
Dean Caroline Andrew was appointed as RMOC's representative on the Selection Committee for the Citizens' Panel on local governance.
MOTION NO. 149

Seconded by Councillor B. McGarry
1. RESOLVED THAT Dean Caroline Andrew be appointed and that this appointment be conditional upon the passage of appropriate legislation.
2. That as a direction to the RMOC appointee, that the Citizens' Panel members include those with skills and expertise in the following fields:
legal, human services, municipal structure, public financing and corporate restructuring.
3. The Citizens' Panel prepare a report outlining the process for analyzing a range of options, the process of public consultation, and a budget to support these processes and seek approval of the Councils of the local municipalities and the region;
4. That the Citizens' Panel establish a reasonable time line for their process, given the desire of the Mayors Forum and Regional Council to allow for full public involvement.
Recommendation 1 of Motion No. 149 "CARRIED", recommendations 2, 3 and 4 were "TABLED".
