COUNCIL MINUTES

 

 

The Council of the Regional Municipality of Ottawa-Carleton met at Haydon Hall, Regional Headquarters, 111 Lisgar Street, Ottawa on Wednesday, 25 March, 1998 at 1:30 p.m.

The meeting was called to order at 1:35p.m. and opened with the singing of the National Anthem, sung by the Glen Cairn United Church Choir.

The Regional Chair, Robert Chiarelli, presided and lead council in prayer.

ALL MEMBERS WERE PRESENT EXCEPT COUNCILLOR L. DAVIS.

 

ANNOUNCEMENTS

The Regional Chair, Robert Chiarelli, congratulated Councillor Wendy Stewart on her appointment as Chair of AMO’s Task Force on Electricity Restructuring in Ontario, and on Recycling and Waste Management Financing. The Chair also extended congratulations to Councillor Peter Hume on his appointment as Chair of AMO’s Task Force, on Social Housing.

 

 

CONFIRMATION OF MINUTES

The minutes of the Regular Council meeting of 11 March, 1998 were confirmed.

 

DECLARATIONS OF INTEREST ARISING FROM PRIOR MEETINGS OF COUNCIL AND COMMITTEES

No declarations of interest were filed.

 

COMMUNICATIONS

1. Mayor Guy Cousineau, City of Vanier, requesting Council on behalf of all the local taxpayers throughout the Regional Municipality of Ottawa-Carleton, to help maintain the services of the Ottawa-Carleton Wildlife Centre, by continuing to provide financial assistance to this organization.

2. Carleton University congratulating and endorsing Regional Chair and Council’s decision to move forward in pursuing the Light Rail Initiative. Carleton University has been a strong proponent of light rail and believes that providing improved and speedier access to the downtown core, will provide more convenient transit service to the Carleton Campus, which has been a problem with the current bus system. If Carleton University can assist or support your efforts with this project, please do not hesitate to contact them.

3. Manager, By-law services, city of Kanata, advising that their Council has adopted a resolution requesting the RMOC to work with area municipalities in submitting a joint submission to the Province, to assume the administration and prosecution of tickets issued under the Provincial Offences Act.

RESOLVED THAT Regional Council express its thanks to the organizers and participants of the People’s Hearings for their work and for communicating their findings to Council; and

FURTHER THAT the recommendations of the People’s Hearings be referred to the Community Services Committee of Council for its consideration of measures needed to fight poverty in our community.

MOTION NO. 79

RESOLVED THAT Community Services Committee Report No. 5 and Planning and Environment Committee Report No. 3 be received and considered and that the rules of procedure be suspended in order that Council may receive and consider OC Transit Commission Report No. 3.

COMMUNITY SERVICES COMMITTEE REPORT NO. 5

1. ONTARIO WORKS REGULATIONS: UPDATE ON CHANGES ANNOUNCED BY THE MINISTER ON FEBRUARY 2, 1998

COMMITTEE RECOMMENDATION, AS AMENDED

1. That Council receive this report for information.

2. That the report, entitled Ontario Works Regulations: Update on Changes Announced by the Minister on February 2, 1998, be sent to the Premier of Ontario, The Minister of Community & Social Services, and local M.P.P.’s stating that instead of the measures outlined in the report, Council advocates sufficient supports being made available so that Social Services recipients can reach financial self sufficiency.

2. LAND AMBULANCE SERVICES IN OTTAWA-CARLETON

COMMITTEE RECOMMENDATIONS, AS AMENDED

1. That Council receive this report for information;

2. That Council authorize:

a) The Chief Administrative Officer and Medical Officer of Health to select an interim transition manager to oversee the work necessary for the Regional Corporation's assumption of the proper provision of land ambulance service in Ottawa-Carleton as soon as is practical;

b) The Chief Administrative Officer and Medical Officer of Health to establish an inter-departmental transition team and select its members;

3. That Council commit to ensuring the provision of land ambulance service in accordance with the Ministry of Health's fundamental principles that the service be accessible, integrated, accountable and responsive, and;

4. That Council agree that the RMOC do all things necessary to effect the assumption of land-based ambulance services within Ottawa-Carleton and that this be done effective July 1, 1998.

OC TRANSIT COMMISSION REPORT NO. 3

1. CONTRACT AWARD - COMPREHENSIVE REVIEW OF OC TRANSPO

COMMISSION RECOMMENDATION

That Regional Council approve the appointment of the consortium led by KPMG to carry out the Comprehensive Review of OC Transpo at a cost not to exceed $855,000 and that the funding be made available through the OC Transpo capital budget as identified by the Finance Commissioner and the Treasurer and Controller.

2. TRANSPLAN 98

COMMISSION RECOMMENDATION

That the recommendations resulting from Transplan 98, as summarized in Table 1, be recommended to Regional Council for implementation in 1998.

PLANNING AND ENVIRONMENT COMMITTEE REPORT NO. 3

1. RESPONSE TO OUTSTANDING INQUIRY No. P&E-38 INFRASTRUCTURE NEEDS - SMYTH ROAD AREA,

OTTAWA-CARLETON HOSPITALS

COMMITTEE RECOMMENDATION AS AMENDED

That, should the Provincial Government insist on proceeding with the creation of a mega-hospital, Regional Council will provide water, sewer and transportation infrastructure for the proposed expansion of the Smyth Road site - Ottawa Hospital only if funding is provided by the Provincial Government, to the satisfaction of Regional Council.

2. Official Plan Amendment No. 1 and partial lifting

of deferral no. 16, goulbourn official plan

COMMITTEE RECOMMENDATIONS

That Council approve that:

1. Deferral No. 16 to the Township of Goulbourn’s Official Plan insofar as it applies to a 39 ha (96.4 ac.) parcel of land in Lots 26 & 27, Concession 11 (Stittsville) be lifted;

2. the Ontario Municipal Board referral request submitted by 867718 Ontario Ltd. be dismissed as frivolous and vexatious; and

3. Amendment No. 1 to the Township of Goulbourn’s Official Plan as modified on the Approval Page attached as Annex I be approved.

3. AMENDMENT TO PART 5.2 OF THE REGIONAL REGULATORY CODE - SEWER, SEWAGE WORKS & CONTROL OF DISCHARGES

That Council approve the amendments to Part 5.2 of the Regional Regulatory Code in accordance with this report.

MOTION TO INTRODUCE BY-LAWS

MOTION NO. 81

Moved by Councillor W. Byrne

Seconded by Councillor A. Loney

RESOLVED THAT the following By-laws be enacted and passed.

By-law 22 of 1998 to amend the Regional Regulatory Code, part 5.2.

By-law 23 of 1998 to assume for public use and establish as common and public highways certain lands to become part of the REGIONAL ROAD SYSTEM.

By-law 24 of 1998 in respect of the membership of the Ottawa-Carleton Regional Transit Commission.

By-law 25 of 1998 to authorize the levy of sums required for the repayment of debenture number 98-3 issued in the amount of $28,100.00 to aid in the construction of tile draining works in The Corporation of the Township of Osgoode and The Corporation of the Township of Cumberland.

MOTIONS (FOR CONSIDERATION AT NEXT REGULAR COUNCIL MEETING)

 

MOTION NO. 82

Moved by Councillor A. Munter

Seconded by Councillor P. Hume

WHEREAS Ottawa-Carleton Regional Council believes it is important to make itself accessible and available to residents across the region; and

WHEREAS it is in the interests of democracy and participation that as many citizens as possible have an opportunity to monitor and participate in the democratic process;

THEREFORE BE IT RESOLVED THAT Regional Council will, from time to time, move its meetings out of the Ottawa-Carleton Centre and into the community, in church halls, school gyms or other community venues; and

FURTHER THAT there be at least one meeting in each of the region's 11 municipalities over the course of this term of Council.

 

MOTION NO. 83

WHEREAS the Regional Municipality of Ottawa Carleton wishes to support the House of Commons in their initiative to recognize the contribution of our military;

BE IT RESOLVED THAT in recognition of the contribution of members of the Canadian Forces to the protection of Canadian sovereignty, United Nations peacekeeping missions, the NATO alliance, humanitarian assistance, disaster relief and search and rescue operations, the Regional Council wishes to communicate to the House of Commons its support of the motion to proclaim June 15 as "Canadian Forces Day".
