REPORT RECOMMENDATION

 

That the Community and Protective Services Committee refer to City Council approval of the Commemorative Naming proposal to rename Crestview Park located at 58 Fieldrow Street as Bob Mitchell Park.

BACKGROUND

 

The Commemorative Naming Policy, approved by City Council on July 24, 2002, outlines the criteria and process for commemoratively naming municipal streets, parks and facilities (or parts thereof).

 

With respect to criteria, a commemorative name honours individuals who are (or have been) citizens of the City of Ottawa or have made a specific contribution to the City of Ottawa and:

 

 

Any member of the public or City Council may submit a name to the City for consideration.  The process is initiated through submission of a Commemorative Naming application and support material.  The policy provides a process for the nomination of the following: a name to be added to the commemorative names reserve list for future consideration; a name for a particular venue selected by the applicant; a name for a venue that is presently named.

 

As part of the process, the Commemorative Naming Committee (“CNC”) -- consisting of applicable City staff, the Mayor or his designate and the Ward Councillor -- will provide initial approval relating to criteria and the supporting documents or information provided by the nominator.  Staff is then directed to ensure there is community support for the choice by initiating a 60-day consultation phase. Following the consultation process, the Commemorative Naming Committee will review the public feedback and make a final recommendation on the nomination, to be subsequently considered by the appropriate Standing Committee and City Council.

 

 

DISCUSSION

 

A naming application for the commemoration of the late Bob Mitchell was received from Kenneth Ross to rename Crestview Park located at 58 Fieldrow Street as Bob Mitchell Park. 

 

Following receipt of the application, the Ward Councillor conducted public consultation within the community consistent with the required 60-days of consultation identified in the Commemorative Naming Policy.  At the meeting of 8 September 2010, City Council approved the following recommendation to acknowledge the consultations that had occurred in the community under the Commemorative Naming Policy:

 

WHEREAS Bob Mitchell served as community association president in the Westcliffe community in the 1960s and then Chaired the former City of Nepean’s Centennial celebrations before being named Nepean “Man of the Year”.  Following that honour, Mr. Mitchell ran for Nepean Council and was elected and was subsequently elected Deputy Mayor of Nepean, then went on to become Nepean’s MPP and a Provincial Cabinet Minister. While in local government, Mr. Mitchell has been credited for initiating several important programs to assist seniors and many of those survive to this day. Mr. Mitchell was also instrumental in the development of Crestview and of the Nepean Sportsplex.

 

WHEREAS, consistent with the City’s Commemorative Naming Policy,  the Ward Councillor has been personally canvassing the neighbourhood surrounding Crestview Park for the past two months to determine if residents support the renaming of the Park to Bob Mitchell Park; and

 

WHEREAS the Ward Councillor has distributed two public notices to 700 local residents advising of the proposed name change to Bob Mitchell Park and asking for public feedback and also held a function within the community soliciting public comment; and

 

WHEREAS the Ward Councillor has collected signatures on a petition from local residents in support of renaming Crestview Park to Bob Mitchell Park; and

 

WHEREAS the response from the local community surrounding Crestview Park has been overwhelmingly in support of renaming Crestview Park to Bob Mitchell Park;

 

THEREFORE BE IT RESOLVED THAT the 60-day consultations required in the Commemorative Naming Policy be deemed to have occurred and that the renaming be dealt with in full at the September 9, 2010 Commemorative Naming Committee meeting.

 

At its meeting of 9 September 2010, the Commemorative Naming Committee endorsed the naming application and directed staff to forward this recommendation to the Community and Protective Services Committee and City Council.

CONSULTATION

 

An integral part of the Commemorative Naming process is public consultation on the proposed name.  The following outlines the consultation undertaken by the Ward Councillor for the Bob Mitchell Park application to fulfill the requirements outlined in the policy:

 

 

Of the hundreds of constituents surveyed, the vast majority of the public comments received during the consultation period were in favour of the application. There were only three dissenters.

 

 

COMMENTS BY THE WARD COUNCILLOR(S)

There are available funds in the Parks, Recreation & Cultural Services Department's 2010 budget for signage.
