1. Approve the renewed Action Plan for
Arts, Heritage and Culture in Ottawa (2013-2018) attached as Document 1 and as
outlined in this report.
2. Receive the Investment Plan attached as
Document 2 and direct staff to consider the operating and capital pressures as
part of the annual budget process subject to the maximum 2.5% term of Council
tax increase.

That the
Community and Protective Services Committee recommend Council:
1. Declare that the
City-owned property at 16 Rowley Avenue (Nepean Museum) is for cultural
purposes and for public use;
2. Designate the
City-owned property used for the community museum located at 16 Rowley Avenue
(Nepean Museum) as a Municipal Capital Facility for cultural purposes and
exempt the property from taxes for municipal or school purposes, as permitted
under section 110 of the Municipal Act, 2001 and as defined in Ontario
Regulation 603/06 as amended and that this designation be implemented by a
municipal capital facilities agreement and associated by-law, drafts of which
are described in documents 1 and 2.
3. Authorize the Deputy
City Manager, City Operations, to finalize and execute a Municipal Capital
Facilities Agreement for the premises at 16 Rowley Avenue.

8. Cultural Value
Geographic Information System

WHEREAS the
Province of Ontario, Ministry of Tourism and Culture provides financial
assistance (50% of total eligible project costs, to a maximum of $100,000) to
municipalities for cultural planning projects through the Creative Communities
Prosperity Fund; and
WHEREAS the City
of Ottawa applied to, received and reported on financial assistance from this
Fund (2009-2011) for its Arts and Heritage Plan Renewal Process, including
Phase One of a cultural mapping initiative; and
WHEREAS the City
of Ottawa submitted a second, subsequent application to the Creative Communities
Prosperity Fund on June 6, 2011 and was funded for Phase Two of its cultural
mapping initiative (Cultural Value Geographic Information System); and
WHEREAS the
objective of the City of Ottawa’s Cultural Value Geographic Information System
(CV-GIS) is to create a dynamic online service that both identifies cultural
events, venues, industries and people; and visually represents the value of
these cultural assets;
THEREFORE BE IT
RESOLVED that City Council reaffirm its commitment to municipal cultural planning,
and to Phase Two of the City of Ottawa’s cultural mapping initiative (Cultural
Value Geographic Information System).

NOTICE OF MOTION (FOR CONSIDERATION AT SUBSEQUENT MEETING)
AVIS DE MOTION (POUR EXAMEN LORS D’UNE RÉUNION SUBSÉQUENTE)

WHEREAS, Council approved capital funding
of $1.19M for improvements to the Belltown Dome Arena
(ACS2006-CPS-PAR-0010 and ACS2008-CPS-PAR-0008),
AND WHEREAS the project’s intent was
to build a modest 2,100 sqft addition with lobby
space, two change rooms and a small multi-purpose community space that only
marginally improved benefits to the users at a relatively high capital cost,
AND WHEREAS poor soil conditions and
significant site constraints have lead to delays and cost escalations,
AND WHEREAS re-tendering costs and
inflationary increases will require additional funds over approved budgets,
AND WHEREAS the Ron Kolbus/Lakeside
Gardens Centre (RKLG) is an older facility in close proximity to the Belltown Dome that could better meet community needs if a
comprehensive re-development plan was undertaken,
AND WHEREAS the RKLG has greater potential
to enhance the level of service to the community and better opportunities to
address indoor and outdoor recreational
needs due to its land base, location in a park setting with river frontage,
parking and basic infrastructure,
AND WHEREAS future funds have been
dedicated to major lifecycle renewal for RKLG, which combined with the
additional funding recommended in this motion, will create greater
opportunities to address inefficiencies in building layout, poor functionality,
accessibility requirements, and the need for expanded and improved programming
and meeting spaces,
THEREFORE BE IT RESOLVED that the balance
of funds from the Belltown Dome of $1.02M be
re-allocated for improvements to Ron Kolbus/Lakeside
Gardens Centre.
