RENAMING AND NAMING OF STREETS TO BRIAN COBURN BOULEVARD

REPORT RECOMMENDATIONS

 

That the Planning Committee recommend Council approve:

 

1.    That the Director of Building Code Services and the General Manager of Planning and Growth Management, as the case may be, be directed to take necessary actions to rename or name, in accordance with the Municipal Addressing By-law Number 2005-322 or through the development agreement process, the following portions of the road allowance, existing and to be established as part of future construction phases:

a.    the portion of the road allowance presently named Blackburn Bypass, from Montmere Avenue, west of Trim Road, to just west of Strasbourg Street, as described in the attached Schedule A, be renamed “Brian Coburn Boulevard”, effective April 28, 2011;

b.    the future road allowance extensions that will connect from the existing Blackburn Bypass, east to Frank Kenny Road, and west to the existing Blackburn Hamlet Bypass, be named “Brian Coburn Boulevard” as described in the attached Schedule B; and

c.    the existing road allowance presently named Blackburn Hamlet Bypass, once joined to the extensions of the Brian Coburn Boulevard, be renamed “Brian Coburn Boulevard”, as described in the attached Schedule B, and that the Director of Building Code Services be delegated the authority to rename this portion of the road allowance without further notification and consultation.

 


2.    That the City Solicitor prepare the by-laws required to implement the street name change for Blackburn Bypass as shown in Schedule A and to forward such directly to Council for enactment at the April 27, 2011 meeting; and the City Solicitor further prepare the required by-laws to effect the future street name change of the portion of the Blackburn Hamlet Bypass shown in Schedule B and to forward such directly to Council for enactment at the appropriate time.

 

RECOMMANDATIONS DU RAPPORT

 

Que le comité de l’urbanisme recommande que le conseil :

 

1.        Demande au directeur des Services du code du bâtiment et au directeur général de l’Urbanisme et de la Gestion de la croissance, selon le cas, de prendre les mesures nécessaires pour nommer ou renommer, conformément au Règlement no 2005-322 sur l’adressage municipal ou au processus sur les accords de lotissement, les parties suivantes de l’emprise routière, soit l’emprise routière existante et celle devant être créée par suite de travaux de construction futurs :

a.        que la partie de l’emprise routière actuellement appelée rocade de Blackburn, de l’avenue Montmere, à l’ouest du chemin Trim, jusqu’à un point situé immédiatement à l’ouest de la rue Strasbourg, et décrite à l’annexe A, soit désignée « boulevard Brian-Coburn » à compter du 28 avril 2011;

b.        que les prolongements futurs de l’emprise routière, qui relieront l’actuelle rocade de Blackburn au chemin Frank-Kenny en direction est, et à l’actuelle rocade de Blackburn Hamlet en direction ouest, soient désignés « boulevard Brian-Coburn », comme le précise l’annexe B de la présente motion;

c.         que l’emprise routière actuellement appelée rocade de Blackburn Hamlet, une fois qu’elle aura été reliée au prolongement du boulevard Brian-Coburn, soit désignée « boulevard Brian-Coburn », conformément à la description donnée à l’annexe B de la présente motion, et que soit délégué au directeur des Services du code du bâtiment le pouvoir de changer le nom de cette partie de l’emprise routière sans autre notification ni consultation.

 

2.        Demande au chef du contentieux de la Ville de rédiger les règlements municipaux nécessaires pour la mise en œuvre du changement de nom de la rocade de Blackburn, illustrée à l’annexe A, et de les transmettre directement au Conseil municipal pour qu’il les adopte à la réunion du 27 avril 2011; et de demander également au chef du contentieux de la Ville de rédiger les règlements municipaux nécessaires pour la mise en œuvre du futur changement de nom de la rocade de Blackburn Hamlet, illustrée à l’annexe B, et de les transmettre directement au Conseil municipal, pour qu’il les adopte au moment opportun.

 

 

BACKGROUND

 

At the 29 March 2011 meeting of the Planning Committee, Councillor Blais introduced the following notice of motion:

 

WHEREAS Brian Coburn served the East end as a Councillor and later Mayor of Cumberland during which time Cumberland became the fastest growing municipality in Canada;

 

AND WHEREAS Brian Coburn served the East end as the former Member of Provincial Parliament for Ottawa-Orléans during which time he was Minister of Agriculture, Food and Rural Affairs; Minister of Tourism and Recreation; and Associate Minister of Municipal Affairs and Housing;

 

AND WHEREAS Brian Coburn continues to serve Canadians as a Citizenship Judge as well as his local community as a tireless volunteer;

 

AND WHEREAS the City of Ottawa should honour the contributions Brian Coburn has made to the East end and the City as a whole;

 

AND WHEREAS the name “Brian Coburn” has been deemed to satisfy the criteria of the Commemorative Naming Policy;

 

AND WHEREAS the notification and consultation in accordance with the Municipal Addressing By-law Number 2005-322 is being provided for present and future phases of the road allowance known as Blackburn Bypass and Blackburn Hamlet Bypass,  to expedite the process for the street name changes and to ensure effective wayfinding and public safety;

 

BE IT RESOLVED THAT the Director of Building Code Services and the General Manager of Planning and Growth Management, as the case may be, be directed to take necessary actions to rename or name, in accordance with the Municipal Addressing By-law Number 2005-322 or through the development agreement process, the following portions of the road allowance, existing and to be established as part of future construction phases:

AND BE IT FURTHER RESOLVED THAT the City Solicitor prepare the by-laws required to implement the street name change for Blackburn Bypass as shown in Schedule A and to forward such directly to Council for enactment at the April 27, 2011 meeting; and the City Solicitor further prepare the required by-laws to effect the future street name change of the portion of the Blackburn Hamlet Bypass shown in Schedule B and to forward such directly to Council for enactment at the appropriate time.

 

 

DISCUSSION

 

Recommendation 1

 

The recommended immediate renaming of the exiting Blackburn Bypass roadway, located in the south part of Orléans as shown on Schedule A will provide the City with the double benefit of recognizing an individual who has served that community, while at the same time eliminating the wayfinding confusion created by having two similar named, but separated roadways, in the east end of the City.

 

As was indicated in the motion brought forward for this initiative, Brian Coburn has served the community as a Councillor and later a Mayor of Cumberland.  In addition, he was the former Member of Provincial Parliament for Ottawa-Orléans, and at which time he also served the government in various cabinet positions.  Mr. Coburn continues to serve the community as a Citizenship Judge and a community volunteer.  The proposed street name has been approved through the Commemorative Naming process and it is therefore appropriate to rename the Blackburn Bypass in Ward 19 to Brian Coburn Boulevard; to commemorate and honour an individual who has served the east end community for many years; and Mr. Coburn has graciously agreed to this proposal.

 

Confusion exists between the existing Blackburn Bypass located between Mer Bleue and Trim Roads in Ward 19 and the Blackburn Hamlet Bypass that was constructed to bypass the portion of Innes Road that runs through the Blackburn Hamlet community in Ward 2.  Both roadways do not currently connect with each other, and the renaming of Blackburn Bypass as contained in Recommendation 1a, which will come into effect at the end of April of this year, will eliminate this confusion.

 

Further, the City’s Transportation Master Plan provides for the future connection of the existing Blackburn Hamlet Bypass, to the extensions of the existing Blackburn Hamlet Bypass (see Schedule B) as one continuous arterial roadway providing another access route to the east end.

 

Recommendation 1b further directs that the General Manager of Planning and Growth Management ensure that as development proceeds east to Frank Kenny Road, or west to the Blackburn Hamlet Bypass by way of either plan of subdivision, part-lot control, road opening or site plan control approvals the new name “boul. Brian Coburn blvd” be incorporated for the extension of the roadway.

 

Finally, the existing Blackburn Hamlet Bypass will be renamed Brian Coburn Boulevard once the roadways are linked as one continuous road, as a result of the proposed future link which will parallel Navan Road.  Approval of Recommendation 1c provides direction to the Director of Building Code Services to proceed with the implementation of the street name change, which could occur at some later date, without the requirement for an additional public meeting.

 


 

Recommendation 2

 

The City Solicitor is directed to prepare and submit the necessary by-laws to enact the street name changes in Recommendation 1a.  The by-law for the change to Blackburn Bypass will be brought forward to City Council for enactment on April 27, 2011.  The by-law required for the name change of Blackburn Hamlet Bypass as a result of Recommendation 1c will not be required to be brought forward to Council until there is a physical connection between the two roadways, which will occur in the future.

 

 

RURAL IMPLICATIONS

 

There are no rural implications associated with this report.

 

 

CONSULTATION

 

The notification required under the Municipal Addressing By-law, By-law 2005-322, as amended, was undertaken through publication of a notice in the Citizen and Le Droit on March 30, 2011.  This item will be advertised in the local dailies as part of the Public Meeting Advertisement on the Friday preceding the Planning and Environment Committee meeting.

Planning and Growth Management Department:

 

The Department of Planning and Growth Management supports the recommended immediate street renaming of Blackburn Bypass to Brian Coburn Boulevard, in order to eliminate the confusion in wayfinding that exists between Blackburn Bypass and Blackburn Hamlet Bypass in the east end of the city.  While likely cumbersome for the general public, the common words and similar sounding of the two street names also has the potential to result in delays for emergency responses and should be rectified in an expedient manner.

 

The proposed use of the Brian Coburn name satisfies the guidelines of the Commemorative Naming Policy, and has been approved. In addition, it also complies with the guidelines of the Municipal Addressing By-law, By-law 2005-322.

 

Staff from the Department will ensure that future extensions of this roadway will be named accordingly through the development review process.  As well, since the westward extension of this roadway will connect and flow directly into the existing Blackburn Hamlet Bypass, the section of the Blackburn Hamlet Bypass that continues westerly until it connects with Innes Road, at the west end of Blackburn Hamlet, will also be changed so as to reduce the number of different street names existing along a continuous roadway.  It should be noted that in the future, there may be a need to rectify other names of some remnants of roadways resulting from the new alignment of the intersection of the Blackburn Hamlet Bypass and the Brian Coburn Boulevard westward extension, and these will be addressed prior to the time the final renaming occurs.

 

There will be minimal impact on any existing abutting or adjacent property owners since most of the existing developments back onto Blackburn Bypass and there are no municipal addresses currently assigned to the current roadway.  Any future developments along the roadway extension will automatically be assigned the new street name.  As well, it is anticipated there will be few properties that will be affected by the future renaming of the Blackburn Hamlet Bypass, as this bypass is adjacent to large tracts of land zoned Environmental Protection, Open Space and Agriculture.

 

 

COMMENTS BY THE WARD COUNCILLORS

 

Comments from Councillor Blais:

 

“I fully support the renaming of the Blackburn Bypass to Brian Coburn Boulevard.  Judge Coburn served the East End dutifully and with integrity for over 30 years as a community leader.  Honouring such a man for his commitment to the East End is long overdue.

 

Renaming the Blackburn Bypass is an initiative supported by community residents.  The Blackburn Bypass that currently runs through South-East Orléans goes nowhere near Blackburn Hamlet and as such, is very confusing for residents.  Renaming the Bypass will alleviate confusion – particularly for individuals who are visiting the East End.”

 

 

LEGAL/RISK MANAGEMENT IMPLICATIONS

 

There are no legal or risk management impediments to implementing the recommendations of this report.

 

 

CITY STRATEGIC PLAN

 

The report is consistent with Objective 1 of the City Strategic Plan as the street name changes will assist to manage growth and create sustainable communities by ensuring that new growth is integrated seamlessly with established communities.

FINANCIAL IMPLICATIONS

 

Signage will be part the construction of the other phases of the development of Brian Coburn Boulevard, and funded accordingly.

DISPOSITION

 

City Clerk and Solicitor's Department in cooperation with the Building Code Services Branch to draft and process the necessary by-laws to effect the name changes and to place these directly on Council’s agenda for enactment as directed at the appropriate time, and to proceed with the registration of such by-laws at the appropriate time.

 

Department of Planning and Growth Management will notify those directly affected by the street name change including primary public and private sector agencies.

 

City Operations Portfolio, Public Works Department, Roads and Traffic Operations and Maintenance Branch, on request by the Building Code Services Branch, to fabricate and install the street signage.
