In March 2001, City Council
approved a policy report to eliminate duplicate street names. This report identified a number of related
addressing anomalies currently included in the Departmental work program for
review in 2003-2004. One of the
identified anomalies is the confusion created when a street is not continuous,
as in the case of Wellington Street in the old City of Ottawa. Wellington Street is divided into three
distinct sections that are not in close proximity to one another, causing
confusion for general way-finding and effective emergency response.
The business owners on
Wellington Street between Bayview Road and Western Avenue expressed an urgency
to have their street name changed both to clarify their specific location and
unique identity. On September 24, 2003,
City Council approved the retention of "Wellington Street" between
Rideau Street and the Ottawa River Parkway, and to change "Wellington
Street", for the section between Bayview Road and Island Park Drive, to
"Wellington Street West". The
Committee deferred their decision affecting the middle section for further
consultation with the affected occupants on Champagne Street N. and in the City
Centre complex.
DISCUSSION
Recommendation 1
As outlined in the first
report, traffic patterns in the Lebreton Flats area over the last several
decades have been reconfigured, resulting in the division of Wellington Street
into three physically separate sections, as illustrated in Document 1. The three sections do not form a continuous
roadway nor is it obvious to the driver/pedestrian that the roadway
continues. This situation is of
particular concern when attempting to ensure effective emergency response for
the community and visiting tourists.
Wellington Street (Albert
Street to Bayview Road)
Unlike Wellington Street in
front of Parliament Hill and Wellington Street in the West
Wellington/Hintonburgh business district, the middle section is not
notable. With the redevelopment of
Lebreton Flats, there is an opportunity to define peripheral roadways before
the land is occupied and civic addresses assigned to new development. Similar to the extension of Wellington
Street through the Lebreton Flats to the Ottawa River Parkway, Wellington
Street between Albert Street and Bayview Road (at Scott Street) is a natural
extension of Albert Street. The
renaming of this section would reduce the number of street names associated
with a continuous roadway causing an ongoing source of confusing for the
public. There are a limited number of
residents located in one building project and businesses located in the City
Centre complex that would be affected.
The principal concerns voiced mainly by the business occupants in the
City Centre relate to the cost of replacing existing stationery and the loss of
identity associated with a "Wellington Street" address.
The existing sequential civic numbers on Albert Street would be
extended to Scott Street and, given that the existing numbers on Wellington
Street are compatible, the civic numbers of the affected properties would not
require changing. This section of
Wellington Street is a natural extension of Albert Street and thus, the
Department recommends the name of this section be changed to "Albert
Street".
The effective date of the
by-law and installation of the new street signs would be delayed 1 year, until
January 12, 2005, to provide ample time to aid affected businesses and
residents to exhaust their stationery, and to coincide with delivery of the new
telephone books.
Recommendation 2
Champagne Avenue North and
South are two distinct sections of roadway physically divided by the
Queensway. This concern was identified
within the Street Name Change project for review as a safety related address
anomaly. The present address for the
City Centre is "880 Wellington Street". However, both the primary and secondary accesses to the complex
and the building orientation are Champagne Avenue N. This situation creates confusion and an impediment to effective
way finding. A change of address for
the City Centre would allow the Centre to create a unique geographic identity
and resolve the current anomaly.
Since this issue was
deferred for consultation with the community, Equity Management International
Limited (property manager for the City Centre) undertook a poll of the business
occupants. A majority of the
respondents indicated support for a name change to "City Centre
Avenue". The name has been vetted
against the street naming guidelines and it is acceptable for use. The Department contacted the other
owners/occupants that would be affected and a majority of the respondents
supported the name change and the proposed name.
The Department is
recommending the name "Champagne Street N." be changed to "City
Centre Avenue". Similar to
Wellington Street, the recommended effective date will be delayed until January
12, 2005 to exhaust stationery and coincide with delivery of the new telephone
books.
CONSULTATION
Minimal response was received
from the circulation of the notice to residents/business occupants on
"Wellington Street" adjacent to Lebreton Flats. The principal concerns voiced mainly by the
business occupants in the City Centre related to the cost of replacing existing
stationery and the loss of identity associated with a "Wellington
Street" address.
As the property manager,
Equity Management International undertook an independent survey of each occupant in City Centre requesting
input on the concept of changing the address to "City Centre Avenue"
(Reference Document 3). Equity
Management advised a majority of the respondents were in support of this
option.
Departmental Comments
In response to concerns
expressed regarding costs related to changing stationery, promotional material
and notification, the effective date of the by-law and the installation of
street name changes will be delayed for 1 year. At the request of the affected occupants, Canada Post will
redirect mail to the new address for a period of 6 months after the
implementation date.
FINANCIAL IMPLICATIONS
The City is responsible for
the replacement of the existing street sign blades, as part of the cost to
change the signs for Wellington Street, estimated at $5,800.00. Funds are
available in internal order 900571, Street Numbering and Naming. The City does not compensate affected
owner/occupants for costs related to required street name changes.

In March 2001, City Council approved a report to eliminate duplicate street names. At that time, the Department made a commitment to continue to review other confusing addresses that the public had identified. Wellington Street is currently under review.
Wellington Street, in the former City of Ottawa is actually divided into three sections: Rideau Street to the Western Parkway, Rochester to Scott Street, and Bayview Avenue to Western Avenue. Since the sections are not in close proximity to one another, confusion is created for general way finding and potential delays for emergency response attempting to confirm the location of callers in distress.
The first section is found fronting on Parliament Hill and forms part
of the well known Parliamentary Precinct and National Capital Commission
ceremonial route, and it is considered historically important to retain the
name. Businesses along the second
section named Wellington Street, between Bayview and Western Avenue, have
requested a name change (currently under review) for purposes of clarity and
unique identity. The final and central
section between Rochester and Scott Street forms a continuous roadway with
either Albert Street or Slater Street and Scott Street. While there is a natural physical feature
that would imply a transition between Wellington Street and Scott Street (the
railway overpass), there is ongoing confusion in the transition between Albert
Street/Slater Street and Wellington Street.
A name change for this section would pose the opportunity to resolve
this confusion and reduce the number of names designated for a continuous
roadway. As a natural extension of
Albert Street with the same civic numbering sequence, the Department is
considering a recommendation to change this section of Wellington Street to
Albert Street.
This address change would impact on twenty-five (25) residential units
within one group building project and eighty-seven (87) businesses within the
“City Centre” (currently addressed as 880 Wellington Street). Since the orientation of the City Centre
building, the frontage and physical access is on Champagne Avenue, a change for
this property to a Champagne Street address would serve to resolve any existing
confusion in way finding. As mentioned,
the current civic number sequence on Wellington Street coincides with the
number sequence on Albert Street, thus the existing residents on Wellington
would require a street name change only.
Should the change be approved by City Council, the implementation date
would be delayed by six months to allow those affected sufficient time to
provide advance notice to personal and business contacts, and to exhaust
existing stationery.

The City of Ottawa continues to review municipal addresses in response to public concerns regarding way finding and safety. This Department was asked to consider action in response to concerns identified with roadways with the same name that are physically divided such as in the case of Wellington Street and Champagne Street.
Wellington Street, in the former City of Ottawa is divided into three sections: Rideau Street to the Western Parkway, Albert Street to Bayview Road at Scott Street, and from Bayview Road to Western Avenue. Similarly, Champagne Street is in two sections i.e., Champagne St. N. between Wellington Street and the Somerset Street W. overpass, and Champagne St. E. between Young Street (south of the Queensway) and Carling Avenue. Since the affected sections of roadway with the same name are not in close proximity to one another, confusion is created for general way finding and potential delays for emergency response attempting to confirm the location of callers in distress.
On August 27, 2003, City Council approved changing the street name between
Bayview Road and Western Avenue to Wellington Street W. Tenants of the City Centre Complex (880
Wellington Street) expressed opposition to the renaming, based on the possible
loss of the identity associated with a Wellington Street address. As the City Centre Complex does not
physically front on Wellington Street, the decision to rename this portion of
roadway was deferred to find a suitable alternate street name for Champagne
Street N. To create a unique and recognized
identity, the property owner for the City Centre has proposed the new name
“City Centre Avenue”. A majority of the
occupants at this facility are in agreement with this proposal.
As a property owner or occupant that would be affected by this name
change, your input is valuable to this process. Using the attached comments sheet, please indicate whether you
concur with the proposed name or include any comments you may wish to
provide. Alternate names would be
considered if the submission includes a petition signed by a majority of the
affected residents/business on Champagne Ave. N. (one signature per unit) in
support of the name. If City Council
approve the name change, the date for implementation would be delayed by one
year to allow those affected sufficient time to provide advance notice to
personal and business contacts, and to exhaust existing stationery.

As you are aware, the City of Ottawa is systematically changing the
street names which lead to confusion. Wellington Street is one of
them. Scott Street from Preston to the OC Transpo bridge will become
Albert. Also, they would like to change the address of 880 Wellington
since the building no longer resides on Wellington Street.
There is no possibility of keeping a Wellington Street address as the
property is currently on Champagne Street. The City of Ottawa does
recognize the Champagne is also a confusing because it is not a through
street. The City will change the name of the street.
Equity Management and the City of Ottawa have agreed the new name of
Champagne North should be City Centre Avenue. We believe it is in keeping
with the identity of the building, will cause minimal disruption to tenants and
visitors, and provides a professional name. The City of Ottawa has
also agreed to extend the waiting period from six months to one year.
Canada Post will continue to forward mail for six months after the one year
period.
The City of Ottawa staff will be presenting this resolution to the
Planning and Development Committee on Thursday, September 25. We would
like to know your opinion of City Centre Avenue prior to the meeting.
