BACKGROUND

 

On 6 March 2006 a contingent from the Ottawa Firefighters Memorial Project Committee made a presentation and submitted a request to City staff to locate and construct a Firefighters Memorial at City Hall. 

 

The intent is to create a permanent memorial to recognize Ottawa Firefighters for their work in the Ottawa community in the line of duty.

 

Working in consultation with the Ottawa Firefighters Memorial Project Committee, Real Property Asset Management (RPAM) staff have identified a preferred site located at the North East corner of City Hall.  Attachment 1 shows the proposed location.  This site was chosen because it is a City-owned property; the area is highly visible to both pedestrian and vehicular traffic; and while it is in the vicinity of festival locations, it will not impede the layout or visitor movement during these events.  Confirmation has been received by the Memorial project Committee indicating that this site is ideal for the monument.

 

Through their own fundraising, this Committee would raise all of the funds necessary to design, construct and maintain the Memorial.

 

Design:

Well-known artist, Louise Carota, produced the design concept of the OTTAWA FIREFIGHTERS MEMORIAL.  Louise Carota lives in Ottawa and has been involved in artistic endeavours her entire career.  The City has not been involved in the selection of the artist or artwork.

 

Sketches of the design and its site context are found in Attachment 3.  The artist’s concept features two larger than life firefighter statues cast in bronze or stainless steel.  One carries a victim, the other sprays water from a fire hose.  This water hits the glass and stainless steel structure and cascades down the other side.  Under all is a reflecting pond.  Visitors can cross a bridge to view plaques, photos and other art work depicting the contributions of the firefighters.

 

 

CONSULTATION

 

The Mayor and Ward Councillor have been apprised and are supportive of the project.

 

The NCC has been consulted, the concept design has been submitted for its review and at the moment they do not foresee any issues, but wish to review plans during the Planning Review Phase.

 

 

FINANCIAL IMPLICATIONS

 

The Ottawa Firefighters Memorial Project Committee will bear all costs associated with the Memorial.  The capital costs for the design, fabrication, landscaping, and installation of the monument are estimated by the Committee to be $850,000.00.  This cost includes an estimated $150,000.00 trust fund to be created for on-going maintenance after construction.

 

 

DISPOSITION

 

The Ottawa Firefighters Memorial Project Committee would raise all the funds to build and to maintain the memorial.

 

RPAM operational staff at City Hall will maintain the infrastructure associated with the Memorial.  RPAM will recover the maintenance costs by invoicing the Ottawa Firefighters Foundation, which will be incorporated as a non-profit organization.
