RECOGNITION – LOCAL AREA PADDLERS
The Mayor recognized local paddlers Mr. Cam Smedley, Mr. Spencer Pomeroy and Mr. Julian Potvin-Bernal, who were silver medalists at the pre-World Whitewater Slalom Championships in the Czech Republic.

WHEREAS the Rural Issues Advisory Committee has
recommended that both urban and rural systems become eligible for environmental
funding programs such as the Rural Clean Water Program;
WHEREAS the federal government has recently
announced its Building Canada Fund which is to include water and wastewater
infrastructure;
WHEREAS There are tangible environmental
benefits to extending the program to the limited number of urban recipients,
particularly to those areas which impact the municipal watershed.
THEREFORE BE IT RESOLVED that staff provide a
detailed report and estimated costing for a program enhancement, which would
extend eligibility for well decommissioning for urban residents who are
connecting to public services.

Draft Comprehensive Zoning By-law - Rural Area and Greenbelt - Summary of
Comments on the May 2006 version and Modifications; and
(c)
the Additional changes to the Draft Comprehensive

3. Upon
Council approval of the new Comprehensive Zoning By-law, and in the event of
appeals to the Ontario Municipal Board (OMB), the most restrictive provisions
of either,
(a)
the existing zoning
by-laws of the former municipalities, or
(b) the new
comprehensive zoning by-law,
will apply until such appeals are disposed of by the OMB.
4. a. That the requirement for a
sight-obscuring buffer where adjacent to a rural zone be added to Column V of
exception [294r] to reflect the provisions of the current zoning by-law as
amended by By-law 2006-267.
b. That
the proposed zoning of the lands known municipally as 6100 and 6116 Gough Road
be modified to reflect the true intent of By-law No. 2006-242 with regards to
permitted uses.
c. That the
proposed zoning of the lands know municipally as 1201 Thomas Dolan Parkway be
changed from DR1 to RU to reflect the fact that the subject lands are not
located within the Dunrobin Village Boundary.
d. That the
proposed zoning of the lands know municipally as 5420 Richmond Road and the
lands know legally as CON 5RF LOT 23 TO 24 PT PCL;1 be changed from DR1 to RU
to reflect the fact that the subject lands are not located within the
Fallowfield Village Boundary.
e.
That the proposed zoning of the lands know legally
as part of the west half of Lot 38, Concession 7 being Part 1 on Registered
Plan 5R-2553 be changed from AG to DR1 to recognize the fact the subject lands
are located within the Village Boundary of Vernon.
f.
That the proposed zoning of the lands on part of Lot
22, Concession 2 (former City of Cumberland) at 5342 Saumure Road be changed
for the north portion of the property from AG3 to RU so that the whole of the
property is in the RU zone.
g. That
Section 69 – Setbacks from Waterways contained in the May 2006 version of the
draft Comprehensive Zoning By-law be re-inserted as modified below:
i. Despite
provisions of the underlying zone, the following minimum setbacks must be
provided to provide a margin of safety from hazards associated with flooding
and unstable slopes and to help protect the environmental quality of
watercourses.
ii. Except
for flood or erosion control works, or a public bridge or a marine facility, no
building or structure, including any part of a sewage system, which does not
require plan of subdivision or site plan control approval, shall be located
closer than 30 m to the normal highwater mark of any watercourse, or 15 m to
the top of the bank of any watercourse, whichever is greater.
NOTE:
Development requiring plan of subdivision, rezoning or site plan control will
be subject to the watercourse setbacks as identified in Policy 4.7.3 of the
City of Ottawa Official Plan.
h. That Section 69 be moved to Part 2,
General Provisions and that the following modifications be made:
§
add the words “the Rockliffe Air Base. Airport
zoning regulations” after the words “of Carp Airport and” in subsection (1)
§
add a new subsection 2 as follows: “(2)
Development in the vicinity of the Macdonald-Caritier International Airport,
the Carp Airport, and Rockliffe Air Base, shall take into consideration
guidelines found in Transport
Canada Document TP312E - Aerodrome Standards and Recommended Practices as
amended. With respect to
development in the vicinity of the Carp Airport, runway 10-28 shall be protected as a "4C CAT 1" Runway, and runway 4-22 shall be protected
as a "1C NON-INSTR" Runway.”

draft comprehensive zoning by-law be revised to apply a site-specific exception
at 6971 Bank Street to add the existing funeral home as an additional use; and
That pursuant to the Planning Act,
subsection 34(17) no further notice be given.
8. That
the subject lands will be exempt from the provisions of Section 58 (1) &
(2) pertaining to the Flood Plain Overlay; and
That pursuant to the Planning Act,
subsection 34(17) no further notice be given.
9. That the Draft Comprehensive Zoning By-law be amended
with respect to the zoning of Property Lot 3 Conc.1 at 5600/5994 First Line
Road, Kars, ON (ward 21, City of Ottawa) as follows:

WHEREAS a number of submissions regarding the draft
Comprehensive Zoning By-law have been received since the holding of the public
meeting by Agriculture and Rural Affairs Committee on November 22nd,
2007;
AND WHEREAS a number of clarifications or corrections
are considered necessary to respond to some of these submissions in order that
they are reflected in the revisions to the draft Comprehensive Zoning By-law;
THEREFORE BE IT RESOLVED that the following
modifications be made to the Draft Comprehensive Zoning By-law – Rural Area and
Greenbelt, September 2007, Volume 1 and Volume 2:
“Part Lot 1
Registrar’s compiled Plan 50, Cumberland, Part 3 and 4 Plan 50R-7063 and Part
Lot 1 Registrar’s compiled Plan No. 50, Cumberland, Part 1 Plan 4R-20477” for
the north side of Leo Lane; and
“Part Lot 1
Registrar’s Compiled Plan No. 50, Cumberland, as in RR135817 except Part 2 Plan
50R-7063, Parts 3 and 4 Plan 50R-7063, Parts 1 and 2 Plan 50R-7389, Pt. 1 Plan

Provisions be re-written so that it more accurately reflects information on
airport requirements and that a number of additional use be permitted in the
T1A – Airport Transportation Facility Zone;
AND WHEREAS the proposed V2C zone in the villages of
Kars, Manotick, North Gower and Burritt’s Rapids be replaced with the V1
subzone except where there are existing semi-detached, duplex or converted
dwellings to reflect the intent of the existing zoning.
THEREFORE BE IT RESOLVED that the following
modifications be made to the Draft Comprehensive Zoning By-law – Urban Area,
May 2007 and Rural Area and Greenbelt, September 2007, Volume 1 and Volume 2:
(1)
Subject
to subsection (3), despite the provisions of the underlying zone, the minimum

(2)

determined by the conditions of draft approval or site plan approval
respectively.

(a) That Section 81 be revised to state as follows:
(1) The Airport Operating Influence Zone (AOIZ)
and the Airport Vicinity Development Zone (AVDZ) are defined planning areas for
the Macdonald-Cartier International Airport based on the 2013 Noise Exposure Forecast
(NEF) and the 2023 Noise Exposure Projection (NEP) aircraft contours. These
zones, as shown on Schedule 6, apply development restrictions to protect lands
uses and activities from noise impacts emanating from the aircraft and airport
operations and to conversely protect airport operations from potential complaints
arising from the development of residential and noise sensitive uses too close
to the airport. Policies relating to these zones are detailed in Section 4.8.7
of the Official Plan titled Land Use Constraints Due to Aircraft Noise.
The AVDZ also incorporates elements of the Ottawa Macdonald-Cartier
International Airport Zoning Regulations.
(2) Airport
Zoning Regulations made pursuant to the Aeronautics Act (Canada), also
apply to private property in the vicinity of the Ottawa Macdonald-Cartier
International Airport as well as in the vicinity of Carp Airport and the
Rockcliffe Airport. The regulations
prevent lands adjacent to and in the vicinity of the airport from being used or
developed in a manner that is incompatible with the operation of the airport or
the safe operation of aircraft or causes interference with navigational aids
and communications. Constraints to development include obstacle limitations
surfaces, natural growth, bird hazards and interference with communications and
aeronautical facilities. Airport Zoning Regulations and the regulation of all
matters of aviation are administered by Transport Canada and will prevail in
the event of a conflict with the provisions of this by-law.
(3) Development
in the vicinity of the Carp Airport and Rockcliffe Airport must take into
consideration guidelines found in Transport Canada Document TP312E - Aerodrome
Standards and Recommended Practices. With respect to development in the vicinity of the Carp Airport,
runway 10-28 must be protected as a "4C CAT 1" Runway, and runway 4-22 must be protected as
a "1C NON-INSTR" Runway.
2.(b) That Section 208- T1A:
MacDonald-Cartier International Airport Subzone be revised by adding drive
thru, gas bar and automobile service station as permitted uses.
3.
That the V2C zone applied in the villages of Kars,
Manotick, North Gower and Burritt’s Rapids be replaced with a V1 subzone except
on properties with an existing converted house, existing duplex dwelling, or
existing semi-detached dwelling that was lawfully established under the current
RV zone of the former Township of Rideau Zoning By-law 2004-428, in which case
the proposed V2C zoning will remain.

exceptions,

Merivale Road and impose the following conditions:
1. The Owner shall be required to submit
to the Director of Planning and the Director of Building Services, a Record of
Site Condition (RSC) completed in accordance with the O.Reg. 153/04 and
acknowledged by the Ministry of the Environment, confirming that all or part of
the site will be suitable for the proposed use in accordance with O.Reg.
153/04, as detailed in Document 1.
2. That a replacement building for 999
Merivale Road be substantially completed within five years from the date of
this approval and in default thereof, the City Clerk shall enter on the
collectors roll the sum of $10 000.00 for each dwelling unit contained in the
residential property demolished.
3. That until the time of construction of
the replacement building, the Owner shall seed/sod and maintain the property as
open space, not use the property for other interim uses, and maintain the
property in accordance with the Property Standards By-law.
4. That the Owner enter into an agreement
with the City including the forgoing conditions and pay all the costs
associated with the registration of the said agreement. At such time as a building permit is issued
to redevelop the site and the replacement building is in place, the agreement
will become null and void and will be released upon request by the Owner. The Owner shall pay all costs associated
with the registration of the release from this agreement.
5. That
the approval be considered null and void if the provisions of Condition 4 above
have not been fulfilled within six months of the date of approval.

the findings of the joint City/Ontario Ministry of Transportation (MTO)
Innes-Walkley-Hunt Club Connection Environmental Assessment Study as detailed herein;

Approve
the Study Recommended Plan as illustrated in Documents 2(a) through 2(g)
inclusive, and;
3.
Direct
staff to prepare the Environmental Study Report for the Innes-Walkley-Hunt Club
Environmental Assessment and post it for the 30-day public review period, in
accordance with the Ontario Environmental Assessment Act.
4. Approve that as a
condition of Phase I approval, sound attenuation features will be added along
the section of roadway between Hawthorne Road and the Hunt Club Bridge
(Riverside Drive) where they currently do not exist. Further, where sound attenuation features are in existence, they
will be retrofitted to mitigate the noise that will be produced by the
increased volume of traffic projected from the extension of this roadway.
Further,
that the need for sound attenuation be evaluated during the design phase along
sections of the Blackburn Bypass where measures are not currently in place.
5. Direct
staff to engage the National Capital Commission in discussions regarding their
mandate for ‘parkway’ style roadways in the National Capital Region.

1. That Transit Services join the Greater
Toronto Area Fare System (GTAFS) project with a view to full implementation of
the Presto smartcard system in Ottawa by 2010 subject to the following
conditions having been met by April 1, 2008:

Provincial Cabinet approval of the proposal
presented to OC Transpo by Ministry of Transportation staff as described in
this report;
·
Successful negotiation of central system fees to
enable OC Transpo to reduce overall commission to approximately one percent;
·
The STO Commission reaching a funding agreement to
proceed with a technology upgrade; and
·
Signing of the GTAFS Procurement Governance
Agreement, the GTAFS Operating Agreement and the GTA Funding Agreement.
2.
The delegation of authority to the Director of
Transit Services to act on behalf of the City to approve and execute the GTAFS
partnership agreements.
3.
That approval of these recommendations be contingent on approval in the
2008 Capital Budget of an increase in project authority from $15 million to
$21.200 million, recognizing that the actual cost to the City will be $15
million (or less) as a result of Provincial funding and the potential for
Federal funding, as a result of the ability to integrate STO operations.

way of new income to the city because the PST, GST and corporate taxes which
result from tourism and hotel activity are not available to the city; the only
tax that is available to the city is the property tax,
BE IT RESOLVED the council petition the provincial government for the
authority to create a hotel room tax such that some of the municipal costs
created by the tourism and hotel industries can be recouped;
BE IT FURTHER RESOLVED this petition be forwarded to the FCM and the
AMO for distribution to their members.

Whereas it is important that individuals have a
understanding that enforcement is being maintained and that Parking Enforcement
Officers will provide warnings to motorists during the initial implementation;
and
Whereas the cost of temporarily closing 167 parking
meters will result in an approximate revenue loss for the City of Ottawa of $
5,000 per week;
Therefore
be it resolved that on-street parking meters be "hooded" to ensure
that the parking spaces will be free (for the duration of the road closure at
Bank Street and Somerset Street), in the area bounded by Kent Street, O'Connor
Street, Lisgar Street, and Gilmour Street.
