BACKGROUND
Site Location
The subject property is located at 500 Coventry Road, on the west side of Coventry Road, adjacent to the St. Laurent Shopping Centre to the east and the Queensway to the south.
To the east of the property is the St. Laurent
Shopping Centre, to the south is the Queensway, to the west is a Government
Office Building and to the north is a paper printing/newspaper plant and a Bell
Canada office building.
The
subject property is approximately 35 000 square metres with a frontage of 186
metres along Coventry Road. A portion
of the property is currently utilized for staff parking for the
St. Laurent Shopping Centre. The
property is zoned IP [802] F (1.0) H(10.7), which is an "Industrial Park"
zone with an exception to allow a stand alone retail store and to permit a
maximum building height of 10.7 metres and Floor Space Index of 1.0.
A proposed Zoning By-law amendment has been submitted to establish a temporary use of “theatre” for one year. The purpose is to allow the Cirque du Soleil to install a self-sufficient “tent city” to allow a presentation of a theatrical circus (no animals). The event would run from September 24, 2008 to October 26, 2008.
DISCUSSION
The subject property is located in the “General Urban Area”, which permits the development of a full range and choice of housing types to meet the needs of all ages, incomes and life circumstances, in combination with conveniently located employment, retail, service, cultural, leisure, entertainment and institutional uses.
The Zoning By-Law will regulate the location, scale and type of land use. Uses that serve wider parts of the city will be located at the edges of neighbourhoods on roads where the needs of these land uses (such as transit, car and truck access, and parking) can be more easily met and impacts controlled.
The proposed site is well located, adjacent to the St. Laurent Shopping Centre. Patrons of the shows can reach the site easily from the major transit terminal at the Shopping Centre, and from Highway 417, St. Laurent Boulevard and the Vanier Parkway if travelling by car.
The shows would run at the time of year when the numbers of shoppers visiting the Shopping Centre are at lower levels. It is anticipated that performances would draw 2721 patrons per performance, utilizing approximately 500 cars and the public transit system. In addition there are 150 employees touring with the show and approximately 150 local personnel to be hired.
Performances would not start before 1:00 p.m. and would not end after 11:00 p.m. Staff would be housed in surrounding hotels and apartments when not working, and would not live on site.
The surface used to install tents and trailers is approximately 400 feet by 600 feet. The site construction work would consist of temporary partial paving, temporary fencing and temporary water and sewer connection work.
Most of the parking would be accommodated on site and on the parking lot of the St. Laurent Centre. Even during peak business hours there are ample parking spaces to accommodate all shoppers and Cirque du Soleil patrons. A Traffic and Parking Control Plan was submitted for review with the application. The Department has no concerns regarding the proposal providing that rezoning is temporary for a period not exceeding one year.
In regards to noise, it is the experience of the Cirque du Soleil that when located close to a main thoroughfare, the road’s noise tends to drown out that of the shows. Neighbours may still hear some “peaks” in the musical performance but all speakers are within the Big Top and music is well contained by the tent. The closest residences are located 240 metres to the south with Highway 417 in between and 360 metres to the north with various businesses in between.
The Department is satisfied that the objectives set out in the Official Plan, related to conveniently located entertainment uses in the “General Urban Area” are satisfied. The Cirque du Soleil performances would create a unique entertainment venue for the enjoyment of many citizens of Ottawa and of visitors to the city, at an easily accessible location with minimal undue adverse impacts.
CONSULTATION
Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy. The Ward Councillor is aware of this application and the staff recommendation. The City did not receive any negative comments to this application as of the date of the preparation of this report.
FINANCIAL IMPLICATIONS
This application was processed by the "On Time Decision Date" established for the processing of Zoning By-law amendment applications.
