Special Meeting Called by His Worship Mayor O’Brien to table the 2009 Draft Operating and Capital Budgets; receive the FTE Analysis Report; and, table the 2009 Ottawa Police Services Draft Operating and Capital Budgets.

 

The Council of the City of Ottawa met at Andrew S. Haydon Hall, 110 Laurier Avenue West, Ottawa, on 4 November 2008 at 10:00 a.m.

 

 

The Mayor, Larry O’Brien, presided and the Clerk led Council in prayer.

That the City Treasurer’s report entitled “2009 Draft Operating and Capital Budgets, High-Level 2010 and 2011 Budget Forecasts” and from the Police Services Board the “2009 Ottawa Police Services Draft Operating and Capital Budgets” be received and tabled;

 

And that the Deputy City Manager, City Operations, report entitled “FTE Analysis Report”; be received and considered.

1.             2009 DRAFT OPERATING AND CAPITAL BUDGETS, HIGH-LEVEL 2010 AND 2011 BUDGET FORECASTS

 

 

REPORT RECOMMENDATIONS

 

1.   That City Council receive and table the Draft 2009 Operating and Capital Budget Estimates, including the recommended $35.2 million in options that would achieve the 4.9% property tax increase directed by City Council, for subsequent consideration by Council in Committee of the Whole to be held December 1 to 5, 2008, as required;

2.   That the 2010 and 2011 budget forecasts, which incorporate the high level budget directions provided by Council, be received; and

 

3.   That any Council decisions impacting the 2009 Operating and Capital Budgets that are approved subsequent to the November 4, 2008 Council meeting be forwarded to the Committee of the Whole at the same time as the Draft 2009 Budget is deliberated.

That the 2009 Ottawa Police Services Draft Operating and Capital Budgets be received and tabled at the Council meeting of 4 November 2008 for subsequent consideration by Council as Committee of the Whole during the 2009 Budget consideration to be held December 1 to 5 as required.
