Committee Recommendation
That Council approve the re-integration of
existing social housing and residential supports with affordable housing; and
that the position of Manager for Housing within Community and Social Services,
responsible for social housing, shelter management and new affordable housing
development, be created at a senior manager level.

Council approve the re-integration of existing social housing and residential
supports with affordable housing; and that the position of Manager for Housing
within Community and Social Services, responsible for social housing, shelter
management and new affordable housing development, be created at a senior
manager level.

services de logement social et de soutien résidentiel aux services de logement
abordable et que soit créé, au sein des Services sociaux et communautaires, un
nouveau poste de cadre supérieur, soit celui de gestionnaire du Logement, dont
le titulaire sera responsable du logement social, de la gestion des refuges et
du développement du logement abordable.
WHEREAS in 2008
Council directed staff to re-align the management model at the City of Ottawa
in order to achieve transparent and effective governance, service delivery
excellence and sustainable finances; and
WHEREAS senior
management introduced a management model that will streamline accountabilities,
transform the City’s delivery of service into a service excellence model and
align all social support and cost-shared services within one coordinated department;
and
WHEREAS the new
management model aligned Affordable Housing with Planning and Growth Management
in Infrastructure Services and Community Sustainability while maintaining
existing social housing and residential supports within Community and Social
Services in City Operations; and
WHEREAS the
homeless services and the supportive and social housing communities in Ottawa,
in reviewing the newly aligned management structure, have expressed concern
that the full continuum of affordable housing and housing supports should be
consolidated and championed in a single branch and requested that Council
consider realigning social housing and affordable housing into a Housing Branch
with Community and Social Services,
THEREFORE BE IT
RESOLVED that Committee approve the re-integration of existing social housing
and residential supports with affordable housing; and that the position of
Manager for Housing within Community and Social Services, responsible for
social housing, shelter management and new affordable housing development, be
created at a senior manager level.
CONSULTATION
City Operations
City Operations is supportive of the motion to re-align social housing and residential supports with affordable housing and to create a Manager of Housing within Community and Social Services. Under Council direction, staff recently brought forward a new management model to ensure that the experience of citizens with the City is improved, transforming our service delivery into a service excellence model. This further re-alignment will result in a consistent delivery of service as envisioned by the service excellence model.

There are no
legal/risk management impediments to implementing the recommendation in this
report.
FINANCIAL
IMPLICATIONS
There are no
financial implications associated with this report. The proposed reorganization
will be operationalized within existing resources.

Chair Deans asked Mr. Kanellakos if he was in favour of the motion and
he answered in the affirmative.
Councillor Cullen congratulated the leadership of
Chair Deans, Councillor Holmes and Councillor Feltmate in working with staff
and the housing agencies in producing a resolution that helps the City of
Ottawa and the ability to deal with homelessness.
Chair Deans stated that Councillor Cullen as
well has been instrumental in this work.
