Committee Recommendation

 

That Council direct City staff to prepare and distribute a letter to the Federal and Ontario governments emphasizing the requirement for detailed criteria prior to any future applications for stimulus funding to ensure the availability and priority of funding for social infrastructure (including physical space for child care).

BACKGROUND

 

On 18 June 2009, the Community and Protective Service Committee suspended the rules and voted on the following Motion.

 

WHEREAS on January 3, 2009, Corporate Services and Economic Development Committee passed a motion directing staff to work with Members of Council to develop a comprehensive, priority list of all City ready-to-go projects for consideration by Committee and Council; and

 

WHEREAS on March 23 2009, the Corporate Services and Economic Development Committee received and tabled the report titled: Ready-To-Go Infrastructure Projects Funding Request for consideration at its subsequent meeting; and

 

WHEREAS Council on April 8, 2009, approved the City of Ottawa Priority List; and

 

WHEREAS the Charlotte Birchard Centres of Early Learning was included as part of the Recreation Infrastructure Fund (RiNC) component on the Priority List for Infrastructure Stimulus Funding Requests as approved by Council; and

 

WHEREAS the City was made aware that the Charlotte Birchard Centres of Early Learning would not meet the eligibility requirements established for Infrastructure Stimulus funding when the application process was made public,

 

THEREFORE BE IT RESOLVED that Council direct City staff to prepare and distribute a letter to the Federal and Ontario governments emphasizing the requirement for detailed criteria prior to any future applications for stimulus funding to ensure the availability and priority of funding for social infrastructure (including physical space for child care).

 

 

CONSULTATION

 

City Operations

 

City Operations staff is supportive of the recommendation contained in this report.  The provision of more detailed eligibility requirements by the Federal and Ontario governments prior to the application process for stimulus funding would enable staff to prepare and recommend projects to Council based on sound criteria.

 

LEGAL/RISK MANAGEMENT IMPLICATIONS

 

There are no legal/risk management impediments to implementing the recommendation in this report.

 

FINANCIAL IMPLICATIONS

 

There are no financial implications associated with this report.

 

DISPOSITION

 

Staff will take the appropriate action following Council’s decision.

Councillor Leadman stated that when the infrastructure list went forward the Charlotte Birchard Centres of Early Learning was on the list, under the rinks program she thought.  Mr. Aaron Burry, General Manager, Parks, Recreation and Culture said the project was included under the infrastructure and when they inquired what could be applied for they discovered that this was not an eligible project.  He stated that under the Infrastructure Stimulus there was no category for child care.  He stated that the motion speaks to the need for more transparency around the requirements of the projects and that the criteria be written in such a way to include community projects such as child care centres.
