BACKGROUND

 

The owner of Cedarview Square plaza, 4100 Strandherd Drive, has applied for a sign permit to install a main ground sign for this facility (see Document 1).  This sign would be located at the corner of a new commercial site near the intersection of Strandherd Drive and Tartan Drive in the Barrhaven community (see Document 2).  A minor variance to Sign By-law 2005-439 is necessary to permit an internally illuminated changeable message centre as the by-law only allows for a non-illuminated message centre at this location.  The sign would face towards vacant lands across an arterial roadway and would not be visible from the nearby residential uses situated north of this commercial plaza.

 

DISCUSSION

 

The proposed ground sign will comply with the area and height provisions of the by-law, but requires relief from the by-law to allow a changeable illuminated message centre with a display area of 1.0 square metres.  The message centre area, located at the lower portion of the sign, represents only 10 per cent of the total area of the ground sign.  The Cedarview Square ground sign will face vacant undeveloped lands, which are zoned Development Reserve and Institutional.  It is intended to be utilized by the commercial tenants to promote business activities.

 

The Department has no objection to this variance request given the small scale of the message centre component, the limited impact upon adjacent uses and the location of the sign facing a busy roadway.  As such, approval is recommended as the sign is in keeping with the intent of the Sign By-law and would satisfy the needs of the plaza without adversely affecting the community.

 

CONSULTATION

 

In response to the standard circulation to property owners, business and community groups and the Ward Councillor, there were no objections received from the community feedback.

DISPOSITION

 

City Clerk and Legal Services Branch to notify the applicant, Signature Signs and Graphics, on behalf of C. Fleming Property Management, 77 Auriga Drive, Unit 13, Nepean, ON, K2E 7Z7 and the local Ward Councillor of Council's decision.  Building Code Services will process the sign permit resulting from the Council direction in accordance with Sign By-law 2005-439.
