ASSISTANCE FOR HAITI
AIDE DE LA VILLE D'OTTAWA POUR HAÏTI
COMMITTEE RECOMMENDATIONS
That Council approve the following measures to provide assistance to the people of Haiti as soon as possible:
1.
The City of Ottawa give priority to employees
seeking annual or unpaid leave to volunteer their time to support any existing
networks of non-government agencies that provide disaster relief and
humanitarian aid to Haiti; and
2.
The City of Ottawa Emergency and Protective
Service Department liase with federal and provincial governments to provide
full cooperation in their assistance to deliver humanitarian aid and the
re-building of key infrastructure; and
3.
In the event that the City of Ottawa is called
upon by the Provincial and Federal Government to provide assistance to Haiti,
the Emergency and Protective Services Department will report back to the
appropriate standing committee and council on all activities and support
provided; and
4.
That the City of Ottawa motion regarding
assistance for Haiti be forwarded to the Federation of Canadian Municipalities
to distribute to its membership; and
5.
That this motion be sent to local Members of
Parliament, and the Federal Minister responsible for the Canadian Economic
Development Agency; and
6.
That the City of Ottawa continue to work in
conjunction with local humanitarian organizations to ensure that repatriated
individuals receive required supports (i.e. food, shelter, psychosocial
support) through existing protocols; and
7.
That the City of Ottawa endorse the Federation
of Canadian Municipalities to encourage individuals to participate in
fundraising events to make charitable contributions to organizations in support
of ongoing relief efforts in Haiti. The Government of Canada announced last
week that it will match individual contributions to charitable organizations.
Que le Conseil municipal approuve les mesures suivantes afin de venir en aide le plus tôt possible à la population d’Haïti :
1.
La Ville d’Ottawa accorde la priorité aux employés qui demandent un
congé annuel ou non rémunéré pour consacrer leur temps à appuyer un des réseaux
d’organisations non gouvernementales qui portent secours aux sinistrés et
fournissent une aide humanitaire en Haïti.
2.
Les Services de protection et d’urgence de la Ville d’Ottawa se
concertent avec les gouvernements fédéral et provincial afin d’agir en étroite
coopération pour fournir une aide humanitaire et reconstruire les principales
infrastructures.
3.
Dans le cas où les gouvernements provincial et fédéral demanderaient à
la Ville d’Ottawa de venir en aide à Haïti, les Services de protection et
d’urgence rendront compte au comité permanent approprié et au Conseil de toutes
les activités mises en œuvre et de l’aide fournie.
4.
Que la motion de la Ville d’Ottawa concernant l’aide à Haïti soit
acheminée à la Fédération canadienne des municipalités pour qu’elle la
transmette à ses membres;
5.
Que cette motion soit envoyée aux députés locaux ainsi qu’au ministre
fédéral responsable de Développement économique Canada.
6.
Que la Ville d’Ottawa continue à travailler en liaison avec les
organismes d’aide humanitaire locaux pour s’assurer que les personnes
rapatriées reçoivent le soutien nécessaire (c’est-à-dire nourriture, logis,
aide psychosociale) par l’entremise de protocoles existants.
7.
La Fédération canadienne des municipalités de concert avec la Ville
d’Ottawa encourage la population à participer aux activités de financement et à
faire des dons aux organismes pour appuyer les opérations de secours en Haïti.
La semaine dernière, le gouvernement du Canada a annoncé qu’il versera aux
œuvres de bienfaisance une contribution égale à celles des particuliers.

On 19 January 2010, the Corporate Services and Economic Development Committee waived the rules to consider the following motion by Councillor McRae:
That the Rules of Procedure be waived because of the urgency of the
matter to consider the following:
WHEREAS on January 12, 2010 the strongest earthquake to strike Haiti in
two centuries propelled the tiny Caribbean nation into a state of chaos and
despair and the Red Cross estimates about three million people could be
affected, close to a third of Haiti’s population; and
WHEREAS on January 13, 2010, Ottawa City Council approved a motion to
offer in-kind access to City recreation facilities for fundraising events to
support the Haiti Earthquake relief efforts during 2010; and
WHEREAS there is a great need for urgent and ongoing support to Haiti,
including medical emergency services professionals to assist in the immediate
recovery efforts and disaster relief, engineers and infrastructure specialists
to provide expertise in the repair of damaged and destroyed infrastructure, and
for the provision of safe drinking water; and
WHEREAS staff in the City of Ottawa has significant experience and
expertise in many needed areas, and many City of Ottawa employees volunteer
their time to support existing networks of non-governmental agencies that
provide disaster relief and humanitarian aid; and
WHEREAS these non-governmental agencies work in partnership with the
Federal Government to provide this type of assistance (Care Canada, Engineers
without Borders…);
THEREFORE BE IT RESOLVED that the Corporate
Services and Economic Development Committee recommend that City Council approve
the following measures to provide assistance to the people of Haiti as soon as
possible:
a) The City of Ottawa give priority to
employees seeking annual or unpaid leave to volunteer their time to support any
existing networks of non-government agencies that provide disaster relief and
humanitarian aid to Haiti; and,
b) The City of Ottawa Emergency and Protective
Service Department liase with federal and provincial governments to provide
full cooperation in their assistance to deliver humanitarian aid and the
re-building of key infrastructure; and,
c) In the event that the City of Ottawa is
called upon by the Provincial and Federal Government to provide assistance to
Haiti, the Emergency and Protective Services Department will report back to the
appropriate standing committee and council on all activities and support
provided; and,
d)
That
the City of Ottawa motion regarding assistance for Haiti be forwarded to the
Federation of Canadian Municipalities to distribute to its membership; and,
e)
That
this motion be sent to local Members of Parliament, and the Federal Minister

the City of Ottawa encourage individuals to participate in fundraising events
to make charitable contributions to organizations in support of ongoing relief
efforts in Haiti. The Government of Canada announced last week that it will
match individual contributions to charitable organizations.
Emergency and Protective Services Department supports the intent of this motion. It should be recognized that the Federal Government is leading Canada’s relief and support efforts to Haiti. The Provincial Government will coordinate any requests for assistance from the Federal Government for Municipal support.
