RECOMMENDATION
That Council approve the following
appointments to the License
and Property Standards Committee, all terms to be effective upon approval and
to expire
on 30 November 2014:

Frank Cinanni
Gerald Lalonde
Anthony Cote
Douglas Wallace
Franco Saco (reserve member)

BACKGROUND
At
its meeting of December 8, 2010, City Council considered a report titled “Council Governance Review 2010-2014”
(ACS2010-CMR-CCB-0106) and approved the establishment of a new License and
Property Standards Committee. More
information on the role and responsibilities of the License and Property
Standards Committee can be found in the aforementioned report.
From
January 21, 2011 to February 4, 2011, and employing the guidelines and requirements in the City’s Appointment
Policy for citizen members of City of Ottawa Advisory Committees, Boards, Task
Forces, Agencies and Commissions, the City accepted applications from residents
interested in being appointed to the new License and Property Standards
Committee.
The Selection Panel consisted of Councillors Maria
McRae and Scott Moffatt as well as Mayor Watson (ex officio). The Selection
Panel reviewed the applications received and short-listed candidates to be
recommended for appointment.
The selection process is now
completed, and this report presents the recommendations of the Selection Panel for
approval by Council.
At its meeting of 22 March 2012,
the Community and Protective Services Committee considered and approved the
following motion:
WHEREAS,
on December 8, 2010, City Council approved the establishment of a License and
Property Standards Committee composed of five (5) qualified citizen members to
hear cases with respect to licensing and property standard appeals; and
WHEREAS
the City Clerk’s office has indicated that the Selection Panel Report for the
License and Property Standards Committee is ready but that the next Community
and Protective Services Committee will take place on April 19, 2012 for
recommendation to the Council meeting of April 25, 2012; and
WHEREAS
the citizen members will require training before meeting to consider
applications; and
WHEREAS
staff recommends that this Committee be struck as soon as possible so that
training can begin; and
WHEREAS
the Community and Protective Services Committee agrees that the License and
Property Standards Committee should begin its work as soon as possible;
THEREFORE
BE IT RESOLVED that the Selection Panel for the License and Property Standards
Committee report directly to City Council at its meeting of March 28, 2012.
Pursuant to the above-referenced
motion, this report is being submitted directly to City Council for its consideration
and approval on March 28, 2012.
Orientation and training for the
citizen members will be provided in advance of their first meeting.
CONSULTATION
Advertisements
for membership on the new License and Property Standards Committee were placed
in the Ottawa Citizen, the Ottawa Sun, Le Droit, as well as various community
newspapers beginning January 21, 2011.
In addition, ads were posted on the City website, at all City
facilities, and were sent to a number of organizations and associations with a potential
interest.
The application deadline was
Friday, February 4, 2011.
