Environment Committee recommend Council:
1. Approve the following modifications to the Water Efficiency
Plan: Phase I (2005 - 2008), as
described in this report:
a. Toilet Replacement program: increase the
number of eligible toilets per household from one (1) to two (2);
b. Residential Water Efficiency Kit program:
i. Increase the number of kits available
through the Client Service Centres, and decrease the number distributed
door-to-door;
ii. Delete kitchen aerator and add more bathroom
devices;
c. Social Housing program - increase the number of
available kits per property from 10% to 50% on a first come, first served
basis.
2. Receive for information updates on the program, and
evaluation of the 2007 Waterwise Campaign.

les modifications qui suivent du Plan de valorisation de l’eau, Phase I (2005
2008), telles que décrites dans ce rapport :
a. Programme de remplacement des toilettes : porter de une (1) à deux
(2) le nombre de toilettes admissibles par ménage;
b. Programme des trousses résidentielles de valorisation de l’eau :
i. Augmenter le nombre de trousses disponibles dans les Centres de
service à la clientèle, et réduire le nombre de trousses distribuées à la porte
ii. Supprimer les aérateurs de cuisine et ajouter davantage
d’appareils pour salle de bain
c. Programme de logement social – porter le nombre de trousses
disponibles par propriété de 10 % à 50 % sur la base du premier arrivé premier
servi.

1. That
Source Separated Organics collection be implemented, with a service level of
weekly organics collection April to November, and bi-weekly organics collection
December to March as originally outlined in the Contract # 02105-91027-T02 –
Curbside Residential Solid Waste Collection Tender;
2. That
garbage collection frequency change to bi-weekly garbage collection commencing
six months after organics curbside collection has been fully implemented; and,
3. That
the program launch be deferred to fall of 2009, with a roll out date no later
than October 1, 2009.

organiques séparés à la source soit mis en œuvre, la collecte se faisant toutes

d’offres visant la collecte résidentielle de déchets solides en bordure de
trottoir;
2. que la fréquence de la collecte des
ordures change et que la collecte des ordures se fasse aux deux semaines, et
ce, six mois après la mise en œuvre complète du service de collecte des déchets
organiques en bordure de trottoir;
3. que le lancement du programme soit
reporté à l’automne 2009, au plus tard le 1er octobre 2009.

construction at 130 Minto Place in the Rockcliffe Park Heritage Conservation
District according to plans by Wolf Mohaupt, architect, received on May 8,
2008, provided that the design be amended to include a setback between the
garage and front façade of the house.

That the Planning and Environment Committee
recommend Council:
1. Approve the amendments to the Permanent
Signs on Private Property By law 2005 439 to provide for improved developer
signage and streamline processes and enforcement, and the related fees, as
detailed in Document 1.
2. Approve the technical amendments to
By-law 2005-439 to address sign regulatory anomalies, as detailed in report
recommendations 2.1 through 2.10 and as outlined in Document 3.
3. Direct staff to investigate further
opportunities for streamlining the processing of sign minor variance
applications, including investigating the delegation of decision making
authority, and report back to the Planning and Environment Committee with findings and recommendations.
Que le Comité de l'urbanisme et de l'environnement recommande au Conseil :
1. d'approuver les modifications au
Règlement 2005-439 régissant les enseignes permanentes sur des propriétés privées,
afin d'assurer l'amélioration des enseignes des promoteurs et la
rationalisation des procédés et des mesures d'application ainsi que les frais
connexes, comme le précise le document 1.
2. d'approuver les modifications
techniques au Règlement 2005-439 visant à résoudre les anomalies de la
réglementation sur les enseignes, comme le précisent les recommandations 2.1 à
2.10 et le document 3.
3. de demander au personnel d'examiner les
autres possibilités de rationaliser le traitement des demandes de dérogation
mineure, y compris l'éventuelle délégation des pouvoirs décisionnels, et de
faire part de ses conclusions et recommandations au Comité de l'urbanisme et de
l'environnement.

AMENDMENT

1. That
Planning and Environment Committee recommend Council approve an amendment to the
Municipal Addressing By-law 2005–322 and the Private Roadways By-law 2002–521
to delegate authority to approve the correction of misspelled street names to
the Director of Building Code Services.
2. That
the process for correcting the spelling of street names be exempted from the
street name change fee and notification provisions of the by-law.

le Comité de l'urbanisme et de l'environnement recommande au Conseil
d'approuver une modification au Règlement no 2005–322 sur les adresses
municipales et au Règlement no 2002–521 en matière de chemins privés afin de
déléguer le pouvoir d'approuver la correction de noms de rues contenant des
fautes au directeur des Services du code du bâtiment.
2. Que
le processus de correction des fautes d'orthographe dans les noms de rue soit
exempt de frais pour le changement de noms de rue et qu'il ne tienne pas compte
des dispositions en matière d’avis préalable du Règlement.
