MEASUREMENT

Phase 1:  Gathering Information and Demonstrating Leadership

Improve Data Collection

·           Identify data sources and gaps

·           Standardize data collection methods and structure

·           Develop framework for future reporting and monitoring

·         Benchmark IC&I data developed

·         Annual Reports providing per capita waste measurement

Lead by Example

·           Continue Waste Audits of City facilities and monitor efforts and progress in reaching 60% diversion target

·           Conduct Park and Transit Station pilots, audits and implement multi-stream program where required

·           Examine Special Event contracts and permits; pilot infrastructure options; meet with organizers

·           All City LEED construction to include diversion

·           All new construction or demolition plans to include a waste diversion plan before Site Plan Approval

·         Achievement of 60% diversion at City facilities where feasible by 2011 for facilities, 2012 for parks and transit stations

·         Multi-stream program included in the integrated street furniture

·         Waste Diversion Plans included in Site Plan requirement list

 

Phase 2:  Promoting, Enabling and Mandating

Foster Partnerships

·           Meet regularly with service providers, Ministry, IC&I sectors to move toward greater diversion

·           Promote and pilot waste audits to identify barriers

·           Advocate for legislative change at provincial and federal levels

·         Yellow Bag registration

·         IC&I organics program participation

·         Awareness survey results

·         Waste per capita at Trail Rd.

Develop Recognition and Awards Program

·           Work with stakeholders to develop ways to recognize IC&I leaders in diversion

·         Number of Award recipients

Differential Tipping Fee

·           All loads with more than 10% recyclables, pay double the tipping fee; move to 5% in 2011

·         Track # of loads and financial repercussions at Trail Rd. of differential fees

Phase 3:  Maintaining a Level Playing Field

Work with Private Sector Landfills

·           Work with private sector to maintain a similar regulatory and differential fee structure

·           Monitor regulatory and fee structure at private landfills

Impose Ban at City Landfill

·           Ban specific recyclables at the municipal landfill

·           Waste per capita

Compliance Monitoring, Reporting and Updating of the Strategy

·           Implement consent requirements for data reporting

·           Provincial enforcement of 3R regulations

·        Annual Report to Council
