REPORT RECOMMENDATION
That the Transportation Committee recommend Council approve a waiver of Section 25 (l) (i) of the City of Ottawa Private Approach By-Law 2003-447 to permit the construction of a private approach which is located less than 18.0 metres from the nearest intersecting street line.

sur les voies d’accès privées de la Ville d’Ottawa en vue de permettre la
construction d’une voie d’accès privée située à moins de 18,0 mètres du plus
proche tracé de rue transversal.
BACKGROUND
On 22 August 2003, the City of Ottawa approved a site
plan application to construct a 2-story building at 415 Richmond Road (Annex
1). The site is located on the north
side of Richmond Road between Berkley Avenue and Roosevelt Avenue. The building is occupied with retail outlets
on the ground level and medical offices on the second floor. The site has 20 surface parking stalls on
the north side of the building.
The development application included an access on the Roosevelt Avenue frontage that is less than 18.0 metres to the intersecting street line. As the access does not conform to the by-law respecting private approaches, the applicant has applied for relief from the Private Approach By-Law to permit the construction of this approach. The street network in the vicinity of this site is shown in Annex 2.
DISCUSSION
The construction of the access on the Roosevelt
Avenue road allowance will serve 20 surface parking spaces. The distance between the access on Roosevelt
Avenue and the Richmond Road street line is 9.0 metres. Section 25 (l)(i) of the City of Ottawa
Private Approach By-Law provides that the distance between the private approach
and the nearest intersecting street line shall be no less than 18.0 metres.
In this particular case, it is the opinion of
this Department that the construction of the access to Roosevelt Avenue at
415-421 Richmond Road will not create any safety hazards for pedestrians,
cyclists or drivers. It will enable
commercial vehicle operators to proceed from Berkley Avenue to Roosevelt Avenue
(or vice versa) without having to back out of the parking lot following their
deliveries and, in a similar manner, will also improve the circulation of
patrons to and from the parking area.
It is also noted that the intersection of Richmond Road and Roosevelt Avenue is signalized, there are no identified operational concerns at that intersection at this time, and, that because of the configuration of the street network to the north, existing vehicular volumes approaching the intersection from that direction will not change significantly in the foreseeable future.
CONSULTATION
No public consultation on this recommendation has taken place. The Planning and Growth Management Department and Ward Councillor Shawn Little are both in support of this report.
