2.         RIDEAU RIVER multi-use PATHWAY CROSSING ENVIRONMENTAL ASSESSMENT STUDY RECOMMENDATIONS

RECOMMANDATIONS DE L'ÉTUDE D'ÉVALUATION ENVIRONNEMENTALE CONCERNANT UN SENTIER POLYVALENT TRAVERSANT LA RIVIÈRE RIDEAU

That the Transportation Committee recommend Council:

 

1.                  Approve the Environmental Assessment study's recommended plan for the multi-use pathway crossing of the Rideau River between Somerset Street East and Donald Street as described in this report and in Document 5; and

 

2.                  Direct staff to finalize the Environmental Study Report for the Rideau River Multi‑Use Pathway Crossing project and post the Notice of Study Completion.

 

                                                                                                       CARRIED as amended by the following:

 

WHEREAS the RA Centre (Rideau Tennis Club) has expressed concern with the proposed reduction in the number of parking spaces on the north side of Donald Street due to the proposed re-orientation as Parallel parking;

 

AND WHEREAS it has been determined that this reduction in the number of parking spaces can be avoided by maintaining an angled or perpendicular parking arrangement while still being able to accommodate a new multi-use pathway and tree replacement on the south side of the roadway;

 

THEREFORE BE IT RESOLVED that the Recommended Plan for the Rideau River Multi-use Pathway Crossing Environmental Assessment Study be revised to provide for this change to the parking space design on the north side of Donald and multi-use pathway and tree replanting on the south side.

 

DIRECTIONS TO STAFF:

 

1.                  That prior to this report rising to Council, staff provide information on the following:

·         the estimated individual costs to install sufficient lighting on the Hurdman Bridge to make it suitable for cycling

·         the estimated individual costs to accommodate cycling and painted lanes on the Cummings Bridge

2.                  That staff discuss with the National Capital Commission and the Province of Ontario the potential for a cost-sharing arrangement for the proposed Rideau River Multi-use Pathway Crossing.

 

 

3.         Barrhaven - Riverside South Rapid Transit (Barrhaven Town Centre to Leitrim Park and Ride) Planning and Environmental Assessment Study – Statement OF WORK

5.         ABANDONED SHOPPING CARTS ON CITY PROPERTY - MOTION

LES CHARIOTS DES CENTRES COMMERCIAUX ABANDONNÉS SUR LES TERRAINS DE LA VILLE - MOTION

WHEREAS shopping carts from malls create a hazard and an eyesore when taken off store property and left on City property; and

 

WHEREAS, there have been numerous reports to 3-1-1 and Councillor’s offices in this regard resulting in the City spending countless hours and resources returning shopping carts to their respective stores; and

 

WHEREAS the Municipality of Mississauga currently has an existing Shopping Cart By-Law which the City of Ottawa could reference as a template;

 

THEREFORE BE IT RESOLVED that the Transportation Committee direct staff to prepare a report for Q1 2012 to examine the costs and benefits of the City establishing a program to retrieve store carts from City property, including the option to bring them to the closest City yard for storage until such time as the respective store owner claims and picks up the carts, and establish a fee for the release of the carts to help offset the costs of the program.
