That the Transportation and Transit
Committee recommend Council approve the modifications to
the intersection of Tenth Line Road and Lakepointe Drive, subject to the
developer, Minto Corporation:
1.
Funding
the total cost of the intersection modifications; and,
2.
Executing a
legal agreement with respect to the above.

Minto Developments Inc. is proposing the development of 9.12 hectares of vacant lands bounded by Tenth Line Road to the west and the proposed transitway to the north, in the former City of Cumberland. The development comprises of Stage 5 and Stage 6 of the Avalon subdivision, and consists of a mixture of residential housing and office/commercial land use.
The developer is
requesting that intersection modifications be approved, consisting of a new
southbound left turn lane on Tenth Line Road at the new intersection of Tenth
Line Road and Lakepointe Drive. This
intersection will form a new access point to the subdivision, to mitigate the
effects of additional motor vehicle activity into the subdivision and enhance
safety and mobility to the surrounding street system.
The site and proposed location of the roadway modifications are shown in Document 1.
DISCUSSION
A Transportation Impact Study prepared by the firm of D. J. Halpenny & Associates Ltd. dated May 15, 2002, examined the expected traffic volumes after full development of the site. The report identified the location and roadway geometry of a new subdivision access onto Tenth Line Road, which would be required for the future traffic volumes identified in the report. Document 2 identifies the modifications proposed to Tenth Line Road at the intersection of the proposed Lakepointe Drive to accommodate future subdivision traffic and to improve roadway safety. Roadway modifications to support the development have been approved by the City of Ottawa, and have satisfied the requirements of the Planning and Municipal Acts.
The modifications to the intersection of Tenth Line Road and the proposed Lakepointe Drive will be completed during Stage 5 and Stage 6 of the Avalon subdivision.
The proposed site for the Avalon subdivision is currently vacant land. Land use in the area is predominantly retail/commercial along Tenth Line Road and Innes Road. East of Tenth Line Road the land use consists of existing and proposed residential housing.
Tenth Line Road in the vicinity of the site is a two-lane arterial roadway, with a posted speed limit of 60 km/h. The Tenth Line Road cross-section is a rural roadway with gravel shoulders.
There are no sidewalks along either side of Tenth Line Road at the location of the proposed roadway modifications.
There are no cycling facilities along Tenth Line Road in the vicinity of the site.
No regular or peak hour transit service is provided on Tenth Line Road south of Innes Road.
The traffic volumes along Tenth Line Road in the vicinity of the proposed roadway modifications are estimated to be approximately 1,400 vehicles over an 8-hour period.
The roadway modifications would consist of the construction of a new intersection on Tenth Line Road at Lakepointe Drive, located approximately 800 metres south of Innes Road. The new intersection would be a “T” intersection, with Tenth Line Road forming the northbound and southbound approaches and Lakepointe Drive forming the westbound approach. Stop control signs would be placed at the westbound Lakepointe Drive approach.
The intersection construction would consist of a new southbound Tenth Line Road left turn lane onto Lakepointe Drive, and the associated run out south of the intersection. The southbound left turn lane would comprise of 25 metres of vehicular storage, 50 metre deceleration lane, and a 65 metre taper as shown in Document 2. Lakepointe Drive would consist of an exclusive left turn and right turn lane at the westbound approach. The westbound curb lane on Lakepointe Drive will be constructed having a width of 4.3 metres to accommodate vehicles and cyclists.
Pedestrian sidewalks are proposed along both sides of Lakepointe Drive. Sidewalks are not proposed along Tenth Line Road during this phase of the subdivision due to the expected low volume of pedestrian traffic. The next phase of the Avalon Subdivision will generate pedestrian movement along Tenth Line Road and sidewalks will be constructed.
An exclusive 2.0 metre bicycle facility will be provided along the northbound and southbound Tenth Line Road approaches to the intersection as part of the roadway modifications. The westbound curb lane on Lakepointe Drive will be constructed having a width of 4.3 metres to accommodate vehicles and cyclists.
OC Transpo will be examining the site for the potential of providing transit service, and determine the proposed location of bus stops.
The intersection modifications
will maintain the efficiency of the Tenth Line Road and Lakepointe Drive intersection by mitigating the effects of increased motor
vehicle activity along Tenth Line Road and into the proposed Avalon
subdivision, and enhance safety and mobility to the surrounding street system
The guiding principle from the Transportation Master Plan (TMP) is the provision of a modal hierarchy with the emphasis on walking, cycling and transit usage. This principle is reflected in the following design detail features.
a. The construction of a sidewalk on the north and south side of Lakepointe Road conforms to 2.2.2, items 1 and 2 of the TMP.
Notice of the proposed modifications to Tenth Line Road at Lakepointe Drive to accommodate the Avalon subdivision development has been placed in Le Droit and the Citizen for four consecutive weeks.
FINANCIAL IMPLICATIONS
Should Council approve the above
noted roadway modifications, the Developer will be responsible for 100% of the
cost.
The preliminary cost estimate for the road modifications to Tenth Line Road at proposed Lakepointe Drive is $192,000 based on the functional design details. The estimate is provided solely for the information of the Transportation and Transit Committee and City Council.
Mobility and Area Traffic Management Division has reviewed the intersection improvements for Tenth Line Road and Lakepointe Drive and their comments have been addressed.
