Mayor’s Task Force on eGovernment Report

Background

Last November, Mayor Larry O’Brien announced his intention to create a Task Force to review the current IT infrastructure within the city. This mandate given to this panel of experts is to identify potential best practices from other jurisdictions and the private sector with the goal of providing recommendations on how we can improve the internal use of information technology and enhance the services the City provides to the citizens.

Mandate

The Mayor’s Task Force on eGovernment is an external advisory body that will report back to Mayor O’Brien on or before April 30, 2008. Its mandate is to:

  • Review available IT options;
  • Review requirements and opportunities for all areas of the city and assess an appropriate role for information technology;
  • Solicit input from internal IT providers and users;
  • Examine the City of Ottawa’s current Information Technology Plan and all current or proposed projects;
  • Make recommendations (short-, medium-, and long-term) for development of an information technology plan that improves interaction with the public while increasing the effectiveness and efficiency of city operations.

Timetable

  • Finalize task force membership by January 31
  • Solicit and define proposals for consideration by February 29
  • Review proposals and fit into an overall framework by March 31
  • Refine and cost proposals by April 15
  • Present the report to the mayor by April 30

Working Definition

eGovernment

  • The use of internet technologies to provide government services to citizens IT (Information Technology)
  • Information technology provides the "engine" used to drive useful information systems. This includes computers, software, Internet/Intranet and telecommunications technology.

Direction to Task Force Members

The members, once selected, approve of the Terms of Reference for this Task Force.

Members of the Task Force will each be compensated $1 for the extent of their participation. Reasonable expenses will be reimbursed and be assumed through the budget of the Office of the Mayor.

A full accounting of task force expenditures will be provided shortly after submission of the Task Force report to the Mayor.

Further direction will be provided by the Task Force Chair.
