Project Overview

Bank Street - Laurier Avenue West to Highway 417 Detailed Design & Tender Documents

The Construction Services West Division has initiated a Detailed Design assignment to rehabilitate Bank Street between Laurier Avenue West and Highway 417. This project received environmental clearance through the completion of an Environmental Study Report in 2006, (Bank Street Rehabilitation – Rideau Canal to Wellington Street, Environmental Study Report, March 2006). An initial phase of construction was started in 2006 between Wellington Street and Laurier Avenue West.

Within the project limits, the following requirements have been identified:

  • Rehabilitation/replacement of the watermain.
  • Rehabilitation/replacement of the sanitary, storm and combined sewers.
  • Rehabilitation/replacement of the road structure and sidewalks.
  • Rehabilitation/replacement of the traffic control signal system and streetlighting.
  • Modifications and corridor selection as required for private utilities.

The project also provides an opportunity to implement identified minor traffic operational improvements, transit priority measures, changes to the roadway cross-sectional elements and other features deemed beneficial to the project (for example, designated loading areas and taxi stands).

As well, Bank Street is a ‘main street’, which both the Official Plan and the Downtown Ottawa Urban Design Strategy 2020 describe as streets, which deserve special streetscape treatment. The two major changes proposed to improve the pedestrian experience and provide distinctive character on Bank Street are:

  • Installation of street trees.
  • Mid-height street lights along the entire corridor.

A Public Art competition will also be coordinated and implemented as part of the overall project.

The project will be designed and constructed in three phases:

  • Laurier to Somerset (design 2007, construction 2008).
  • Somerset to Gladstone (design 2008, construction timing 2009 subject to budget approval by council).
  • Gladstone to the Highway 417 (design 2009, construction timing 2010 subject to budget approval by council).

Typically the construction period will extend from mid-April to early November of any given year. A Public Open House (POH) will be held in advance of each phase of construction to provide additional details and seek public feedback. The date for each POH will be advertised in daily and local newspapers.

The Public Open House for the 2008 Construction for Laurier to Somerset has been scheduled for March 18, 2008 between 5 and 8 p.m. at the Centretown Community Health Centre (420 Cooper St).

This design assignment is part of a larger effort that will see the reconstruction of Bank Street from Wellington Street to the Rideau Canal completed in the coming years. The following is the preliminary sequencing plan for construction and is budget dependent:

  • 2007- Wellington to Laurier (completion of work started in 2006)
  • 2008- Laurier to Somerset
  • 2009- Somerset to Gladstone
  • 2010 - Gladstone to Highway 417

The City has retained the services of the IBI Group to complete this assignment. The Project Manager is Mr. David Hatton while Mr. Edson Donnelly is the Project Coordinator.
