How did the City choose the Consulting firm for this project?

The procurement was a two-stage process designed to obtain the best possible consulting team for the project. During the first stage (Request for Statement of Qualifications), consulting firms were short-listed based on their technical qualifications to undertake the assignment. Short-listed firms were then requested to submit a detailed technical proposal (Request for Proposal) outlining how they would complete the assignment. Delcan Corporation’s proposal received the highest mark and was selected to carry out the assignment.
