Project description

The City of Ottawa is renewing aging infrastructure and revitalizing the right of way in the northern section of Old Ottawa East. The project area is predominantly bounded by the Rideau Canal to the west, King Edward Avenue to the north, Highway 417 to the east and Hawthorne Avenue to the south. A 160-metre section along Colonel By Drive/Echo Drive, which extends south of Hawthorne Avenue to Immaculata High School, is also included in the project limits. This work is being conducted to replace aging combined sewers with separate storm and sanitary sewers, replace sections of older watermains, and reconstruct the roadways.

The Greenfield Avenue, Main Street, Hawthorne Avenue et al. reconstruction project is a multi-year project, with advanced construction work commencing in late summer 2021. In 2022 remaining work was completed on the advance contract.  The main contract was tendered in late-summer 2022 with award to GIP Construction Ontario East Ltd (GCOE), formerly Aecon, in fall of 2022. The project is expected to be complete in 2025. Specific project phasing and construction schedules will be communicated to the public throughout the project.

The following street segments have been identified for reconstruction:

Project timing

2021 - Advanced works contract

The work included the intersection of Colonel By Drive and Main Street along with preparatory road, sewer and watermain work, including:

  • Colonel By Drive at Main Street – Intersection improvements
    • Full signalized intersection design including cycling connections to the canal pathway and proposed Main Street east and west cycling facilities to be constructed in the subsequent construction phase. The previously proposed multi-use pathway on the south side of Main Street is not compatible with current intersection design standards.
    • Geometry changes to the intersection of Main Street and Colonel By Drive allow for a north-south crossing of Main Street
  • Colonel By Drive – Hawthorne Avenue to north of Highway 417 – storm sewer installation with trench reinstatement only, which involved reinstatement of the area immediately impacted by the sewer installation.
  • Main Street – Greenfield Avenue to Echo Drive – watermain, sanitary sewer, and storm sewer installation and temporary reinstatement of the area immediately impacted by the sewer, and watermain installation. Full road reinstatement will be conducted in the subsequent phase of construction
  • Echo Drive – at Main Street - watermain, sanitary sewer, and storm sewer installation with temporary road reinstatement.
  • Hawthorne Avenue – Main Street to Colonel By Drive - relocation of gas main
  • Lees Avenue – Multi-Use pathway (Deferred to Main Contract)

Budget

The current council approved budget to date for the overall Greenfield-Main-Hawthorne et al project including the advance construction contract, advance utility relocations, design, construction administration and associated City costs is $46.5M. 

The current and ongoing main Greenfield-Main-Hawthorne et al. reconstruction contract, and associated costs is estimated at approximately $42.3 million of the overall budget.

On May 10, 2021, through the Investing in Canada Infrastructure Program (ICIP) COVID-19 Resilience Stream, funding was approved and announced in the amount of $226,000 for the recently constructed intersection Colonel By Drive, Echo Drive at Main Street which was included in the advanced works contract in 2021.
 

Parking

The contractor is obligated to provide 24 hr notification of temporary loss of access/egress. In the event that access to your driveway is restricted due to construction activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence.

Construction disruptions

The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the construction work, such as delays and traffic detours, parking restrictions, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation.

Property damage caused by construction activities

As part of this Contract, the Contractor is assuming full responsibility for the construction work until it is entirely complete, as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the Contractor and to the City’s on-site Representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).

Traffic impacts 2024

The following traffic disruptions are anticipated on this project with estimated durations. Where available, links to notices are provided. Traffic impact timing is subject to change where weather or other factors affect the progress of the work.

Construction 2024

This notice is to advise that construction in your neighbourhood will be starting in March 2024. This work is being conducted to rehabilitate sewers, watermains and roadways in your community.

What: The Greenfield-Main-Hawthorne et al. reconstruction project will involve the construction of sewers, watermains, electrical infrastructure, roadways, sidewalks, cycle paths, intersection modifications, and streetscape/landscape treatments within the City’s right of ways.

Why: The purpose of the overall Greenfield, Main, Hawthorne et al. reconstruction project is to replace aging combined sewers with separate storm and sanitary sewers, replace sections of older watermains, and reconstruct the roadways, including the implementation of improved street features for the betterment of all road users in your community.

When: Construction will continue in March 2024. The initial activities will include mobilization to site including site trailer setup, tree removals and survey work. The project is being delivered in three phases, with expected completion for the fall of 2025.

The 2024 phase of work is planned to occur between early March and early December. This phase will include works along:

  • Main Street between Echo Drive and Harvey Street
  • Greenfield Avenue between Main Street and Concord Street
  • Colonel By Drive between Graham Avenue and Hawthorne Avenue
  • Hawthorn Avenue between Colonel By Drive and Main Street
  • Montcalm Street between Greenfield Avenue and dead-end
  • Concord Street between Echo Drive and Havelock Street
  • Streets in the 2023 phase will see paving and miscellaneous landscaping completed (summer months).

The 2025 phase of work is planned to occur between early April and late September.

  • Echo Drive between dead-end at HWY 417 and Main Street
  • Harvey Street between Main Street and Echo Drive.
  • Sewer abandonment under the Rideau Canal.
  • Sewer abandonment within Colonel By Drive between Hawthorne Avenue.
  • Streets in the 2024 phase will see paving and miscellaneous landscaping completed (summer months).

Where: Please refer to the key plan for street segments affected by construction in 2024. Construction may occur concurrently in separate areas.

Who: GIP Construction Ontario East (GCOE), formerly Aecon, has been awarded the construction contract for the Greenfield-Main-Hawthorne et al. reconstruction project.

Traffic impacts

Lane reductions and closures of some street segments to local traffic only can be expected during construction to accommodate the work. Access to local businesses and private properties will be maintained throughout the construction period. Should lane or road closures be required as part of the project in your community, advanced notice will be communicated to impacted residents and businesses. Signs will be posted and flagging will occur where required.

On-street parking and driveway impacts

To allow the work to be completed in a timely manner, on street parking may be prohibited during the construction period. Signs will be placed 24 hours in advance indicating the parking prohibition. The contractor is obligated to provide 24-hour notification of temporary loss of access/egress. In the event that access to your driveway is restricted due to construction activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.

Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager.

Pedestrian and cyclist access

During the course of an infrastructure project, there will be occasions when a road may require closure to complete construction activities. The City will make every effort to ensure pedestrian and cyclist access can be maintained but there may be occasions, such as a bridge renewal, where access may be temporarily removed for all users until it can be safely restored. During those occasions, an alternate route will be identified with directional signs.

Impacts on transit

On occasion, transit service may be impacted. Where possible, a bus stop will be relocated to a temporary location until the construction activity is completed.  All changes to transit service will be communicated on OCTranspo.com.

Working hours

The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am to 10 pm, while Sundays, statutory and public holidays work is permitted between 9 am to 10 pm. Should night work or weekend work be required as part of the construction project, you will be notified in advance by the City. An exemption to the Noise By-law will be required for night work and communicated in the same notice.

Temporary water services

During the time period when the old watermain is being replaced on your street, water will be supplied to buildings by temporary water lines. While your property is on this temporary service, your usage will be estimated since the temporary service is not metered. Your water bill will be based on your past average usage. If you have any questions, please contact Revenue at 613-580-2444 or WS-Billing@ottawa.ca.

Municipal fire suppression will continue during the construction period. Please note that private fire suppression systems may be impacted due to temporary water lines. If you have a private fire suppression system, it is recommended that you make arrangements with a fire protection services company in order to determine the extent of any impact. For information on minimizing fire risk, contact the City Fire Services at 613-580-2424, ext. 15371 or FireRequests@ottawa.ca.

Impact on the right of way and adjacent private properties

City construction is conducted within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City, through the contractor, will reinstate any sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, you may want to move them in preparation for the construction work. If you own a subsurface lawn irrigation system or heated driveway system, please notify the City’s Project Manager.

GCOE will take every precaution to minimize interruptions to the normal life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the operation of the work, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration. These inconveniences are sometimes unavoidable in order to complete the required work of infrastructure renewal. Should the conditions seem excessive, please contact the City’s Project Manager.

Pre-construction survey (January 2024)

Beginning in March 2024, the City of Ottawa will continue construction along various streets as part of the Greenfield-Main-Hawthorne et al. Reconstruction Project. In advance of 2024 construction, a survey of your property is encouraged.

Who: The contractor, GIP Construction Ontario East Inc., has been retained to undertake the construction work. Englobe Corp. has been hired by GIP to conduct pre-construction inspections of the homes and properties within a 30-meter radius of the construction area.

What: GIP is assuming full responsibility for the construction work until the construction project is entirely completed. GIP is also required by the City to carry liability insurance before any work may proceed. You will be asked by representatives of Englobe Corp. for permission to survey your property before adjacent construction commences. It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after work is complete. In addition, you may wish to complete your own survey of pre-construction conditions on your property. Your survey should include photographs.

Why: Pre-construction surveys are completed to document existing conditions before construction commences.

When: Pre-construction survey requests will commence in February 2024, for areas where construction is scheduled for 2024. Preconstruction surveys will be phased to be conducted in advance of proposed construction.

Project update (December 2023)

Please find below your latest update on the Greenfield Avenue, Main Street, Hawthorne Avenue et al. reconstruction project as we prepare for the winter construction shutdown. The following lists the completed work in 2023, including notable changes to the original plan for the year.  

Completed works:

  • Greenfield Avenue – Old Greenfield Avenue to King Edward Avenue: New sewers and watermain have been commissioned. Electrical works, including activation of the new 417 intersection signals is complete. Concrete curbs and base asphalt have been installed. On the east side of the road, sidewalks and cycle tracks as well as concrete slope paving are complete. Activation of the cycling signals is pending construction of the adjacent cycle tracks.
  • Old Greenfield Avenue: New sewers and watermain have been commissioned. Electrical works, concrete curbs and sidewalk and base asphalt, including the parking area, have been reinstated. 
  • Echo Drive – Main Street to Concord Street North: New sewers and watermain have been commissioned. Electrical works, concrete curbs and sidewalk and base asphalt have been reinstated.
  • Main Street - Hawthorne Avenue to Harvey Street: Trenchless sanitary sewer installation is completed and the entrance and exit pits have been reinstated. 
  • Echo Drive – Immaculata High School to Graham Avenue: New sewers and watermain have been commissioned. Electrical works, concrete curbs and sidewalk and base asphalt have been reinstated. The new multi-use pathway is activated. 
  • Echo Drive – Graham Avenue to Hawthorne Avenue: New sewers and watermain have been commissioned. Electrical works, concrete curbs and sidewalk are installed, and the base asphalt has been reinstated. The new multi-use pathway has been temporarily activated for the winter shutdown. 
  • Hawthorne Avenue – Colonel By Drive to Main Street: New sewers and watermain have been commissioned. The road has been temporarily reinstated for the winter shutdown.
  • Lees Avenue Multi-use Pathway (MUP): The Lees Avenue Multi-use pathway from King Edward to the OLRT pathway is completed.

Notable changes to the previously proposed 2023 work plan:

  • Greenfield Avenue – Old Greenfield Avenue to King Edward Avenue: A portion of the sidewalk on the west side as well as the proposed retaining wall under Nicholas Bridge has been postponed. Retaining wall work is expected early spring 2024, with sidewalk and cycle track installation planned for spring/summer 2024. This change is due to delays in relocating hydro ducts as a result of the Hydro Ottawa strike that took place between June and September. Soft landscaping reinstatement and the final lift of asphalt is still on track for summer 2024.
  • Greenfield Avenue – Concord Street North to Old Greenfield Avenue: This work was postponed in its entirety to 2024 due to concerns about traffic disruptions and potential requirements for extensive night work.
  • Concord Street North – Echo Drive to Greenfield Avenue: This work was postponed in its entirety to 2024 as the connecting section on Greenfield Avenue could not be completed. The new watermain has been installed up to Kings Landing to limit water disruptions to residents of Kings Landing and the Brownstones in 2024. 
  • Hawthorne Avenue – Colonel By Drive to Main Street: Electrical works including undergrounding of the overhead hydro lines and the Colonel By Drive and Hawthorne Avenue intersection improvements has been postponed to 2024. As a result, the final surface reinstatement and cycling infrastructure is also postponed. Soft landscaping reinstatement and the final lift of asphalt and cycling infrastructure is still on track for summer 2024 completion.
  • Lees Avenue multi-use pathway (MUP): This MUP was originally scheduled for 2025 but was brought forward to the 2023 construction season as there was crew availability due to the scheduling changes listed above. 

By the numbers: Works completed in 2023

Underground works:

Watermain: 1040 metres of 2070 metres have been installed representing 50% completion of the overall project. This includes the removal of watermain installations dating back to 1908 on Hawthorne Avenue.

Sewers

  • Sanitary Sewer – 1020 metres of 2120 metres have been installed representing 48% completion of the overall project. 
  • Storm Sewer – 910 metres of 2020 metres have been installed, representing 45% completion of the overall project.

This includes the separation of sanitary and storm sewer flows by removal of combined sewer installations dating back to 1934.  

Main Street trenchless work: Completion of 60 metres of steel casing pipe and associated sanitary sewer underneath the Highway 417 overpass at Main Steet.

Surface works:

  • Asphalt Road reinstatement – 1962 of 6273 tonnes of base lift asphalt have been placed, representing 31% completion of the overall project. 
  • Concrete curb – 1150 metres of 3174 metres have been installed representing 36% completion of the overall project. 
  • Concrete sidewalks – 1680 metres2 of 3744 metres2 have been installed representing 45% completion of the overall project. 
  • Cycle tracks and MUP’s – 186 of 530 tonnes of asphalt has been placed, representing 35% completion of the overall project. 

Upcoming Public Information Session

The Project Team plans to host another Public Information Session (PIS) to present the 2024 phase of the Greenfield, Main, Hawthorne project. The PIS will be scheduled for late winter/spring 2024 with an invitation delivered to all impacted residents. More details to come.

Hydro Ottawa coordination

The City of Ottawa is renewing aging infrastructure and revitalizing the right of way in the northern section of Old Ottawa East. As part of this project, Hydro Ottawa will be upgrading their electricity distribution system.

As part of the Greenfield-Main-Hawthorne et al. Reconstruction Project, certain sections of existing hydro poles with associated electrical and telecommunications lines will be buried. Two distinct areas are identified for burial as follows with associated Hydro Ottawa project links below.

​​​​​​​N.B. Labour disruptions at Hydro Ottawa during the 2023 Construction season have the potential to delay hydro relocation / burial and reinstatement work at various locations throughout the project limits. In areas where delays occur, temporary reinstatement is likely for over winter of 2023. Final over winter reinstatement measures will be messaged to residents as more information becomes available.

CONSTRUCTION NOTICE (February 2023)

This notice is to advise that construction in your neighbourhood will be starting in March 2023. This work is being conducted to rehabilitate sewers, watermains, and roadways in your community.

The City is committed to maintaining regular communication with residents directly affected by an infrastructure project. 

What: The Greenfield-Main-Hawthorne et al. Reconstruction Project will involve the construction of sewers, watermains, electrical infrastructure, roadways, sidewalks, cycle paths, intersection modifications, and streetscape/landscape treatments within the City’s right of ways.

Why: The purpose of the overall Greenfield-Main-Hawthorne et al. Reconstruction Project is to replace aging combined sewers with separate storm and sanitary sewers, replace sections of older watermains, and reconstruct the roadways, including the implementation of Complete Street features for the betterment of all road users in your community.

When: Construction will begin in March 2023. The initial activities will include mobilization to site, site trailer setup, tree removals and survey work. The project will be delivered in three phases, with expected completion for the fall of 2025.

The 2023 phase of the work is planned to occur between late March and early December. This initial phase will include works along:

  • Greenfield Avenue, between Concord Street and King Edward Avenue
  • Concord Street, between Greenfield Avenue and Echo Drive
  • Echo Drive, between Main and Concord streets
  • Main Street, between Harvey Street and Hawthorne Avenue
  • Echo Drive, between Immaculata High School and Graham Avenue
  • Colonel By Drive, between Graham and Hawthorne avenues
  • Hawthorne Avenue, between Colonel By Drive and Main Street

The 2024 phase of work is planned to occur between early April and early December. This second phase will include works along: 

  • Main Street, between Echo Drive and Harvey Street
  • Greenfield Avenue, between Main and Concord streets
  • Harvey Street, between Main Street and Echo Drive 
  • Echo Drive, between the dead-end at HWY 417 and Main Street
  • Montcalm Street, between Greenfield Avenue and the dead-end
  • Concord Street, between Greenfield Avenue and Havelock Street
  • Streets in the 2023 phase will see paving and miscellaneous landscaping completed

The 2025 phase of work is planned to begin in early April and run to early fall.

Who: GIP Construction Ontario East Ltd (GCOE), formerly Aecon, has been awarded the construction contract for the Greenfield-Main-Hawthorne et al. Reconstruction Project. 

Construction disruptions

GCOE will take every precaution to minimize interruptions to the normal life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the work, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration. 

Traffic impacts

Lane reductions and closures of some street segments to local traffic only can be expected during construction to accommodate the work. Access to local businesses and private properties will be maintained throughout the construction period. Should lane or road closures be required as part of the project in your community, advanced notice will be communicated to impacted residents and businesses. Signs will be posted and flagging will occur where required.

On-street parking and driveway impacts

To allow the work to be completed in a timely manner, on-street parking may be prohibited during the construction period. Signs will be placed 24 hours in advance indicating the parking prohibition. The Contractor is obligated to provide 24-hour notification of temporary loss of access/egress. In the event that access to your driveway is restricted due to construction activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence. 

Pedestrian and cyclist access

During the course of an infrastructure project, there will be occasions when a road may require closure to complete construction activities. The City will make every effort to ensure pedestrian and cyclist access can be maintained but there may be occasions, where access may be temporarily removed for all users until it can be safely restored. During those occasions, an alternate route will be identified with directional signs.

Impacts on transit

On occasion, transit service may be impacted. Where possible, a bus stop will be relocated to a temporary location until the construction activity is completed. All changes to transit service will be communicated on OCTranspo.com.

Working hours

The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am and 10 pm, while Sundays, statutory and public holidays work is permitted between 9 am and 10 pm. Should night work or weekend work be required as part of the construction project, you will be notified in advance by the City. An exemption to the Noise By-law will be required for night work and will be communicated in the same notice.

Temporary water services

During the time period when the old watermain is being replaced on your street, water will be supplied to buildings by temporary water lines. While your property is on this temporary service, your usage will be estimated since the temporary service is not metered. Your water bill will be based on your past average usage. Private fire suppression systems may be impacted as temporary water is provided for domestic consumption purposes only. If you have a private fire suppression system, it is recommended that you make arrangements with a fire protection services company in order to determine the extent of any impact. For information on minimizing fire risk, contact the City Fire Services at 613-580-2424, ext. 15371.

We apologize in advance for any disruptions in water service during construction. Any problems with the temporary water services can be directed to the City’s on-site representative or call the City of Ottawa at 3-1-1 in the evenings or weekends.

Impact on the right of way and adjacent private properties

City construction is conducted within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City, through the contractor, will reinstate any sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, you may want to move them in preparation for the construction work. 

Lawn irrigation systems and heated driveways

If you own a subsurface lawn irrigation system or a heated driveway, please notify the City Project Manager identified below. 

Tree removals

Prior to work starting up in the spring, tree removals that are required to accommodate the underground and surface works for 2023 will be conducted. For 2023, this will focus on trees along Greenfield Avenue from Concord Street to King Edward Avenue. Trees on the southwest side of Main Street between Harvey Street and Greenfield Avenue may also be removed due to condition or complications due to proximity to overhead lines / buildings. Removal of trees over the winter is required so as not to interfere with nesting birds. Additional tree removals will occur next winter as well, in advance of the planned capital works. The GMH team is coordinating closely with the City’s Forestry department to ensure that impacts are minimized and to provide compensatory tree plantings in order to offset these losses.

Property damage

As part of the contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site representative. This will ensure prompt notification to appropriate authorities to complete the claim investigations.

Noise, dust and vibration

During the course of construction, you may experience noise, dust and/or vibration. These inconveniences are sometimes unavoidable in order to complete the required work of infrastructure renewal. Observed vibrations due to construction activity rarely exceed the threshold to cause damage to structures. Should the conditions seem excessive, please contact the City’s Project Manager.

 

PRE-CONSTRUCTION SURVEY NOTICE- 2023 CONSTRUTION (February 2023)

Beginning in early spring 2023, the City of Ottawa will commence construction along various streets as part of the Greenfield-Main-Hawthorne et al. Reconstruction Project. In advance of the 2023 construction, a survey of your property is encouraged.  

Who: The contractor, GIP Construction Ontario East Ltd (GCOE), formerly Aecon, has been retained to undertake the construction work. Englobe Corp. has been hired by GCOE to conduct pre-construction inspections of the homes and properties within a 30-meter radius of the construction area.

What: GCOE is assuming full responsibility for the construction work until the construction project is entirely completed. GCOE is also required by the City to carry liability insurance before any work may proceed. You will be asked by representatives of Englobe Corp. for permission to survey your property before adjacent construction commences. It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after the work is complete. In addition, you may wish to complete your own survey of pre-construction conditions on your property. Your survey should include photographs.

Why: Pre-construction surveys are completed to document existing conditions before construction commences.

When: Pre-construction survey requests will commence mid-February 2023, for areas where construction is scheduled for 2023. Pre-construction surveys will be phased to be conducted in advance of proposed construction.
