Barrhaven South Community Design Plan & Supporting Class Environment Assessment Studies
You are invited to participate in the fourth and final Public Open House for the Barrhaven South Community Design Study and supporting Transportation Master Plan, Master Servicing Plan and Jock River Reach 1 Subwatershed study.
The purpose of this open house is to provide the public the opportunity to review, discuss and comment on the recommended:
- Draft Community Design Plan
- Natural environment and park space system
- Stormwater management solution
- Water and sanitary servicing system
- Transportation plan for transit and the road network
The road and transit network for Barrhaven South is being identified, planned and approved through the Official Plan Amendment process under Section 17 and 21 of the Planning Act in a manner that fulfills Phases 1 and 2 requirements of the Municipal Class Environmental Assessment (Section A.2.9) process.
The Transportation Master Plan:
- Establishes the major transit and road network to serve the projected demands of Barrhaven South
- Identifies the corridors requiring further detailed studies to determine their final size and location, New Greenbank Road (4 lanes & integrated transit corridor), Cambrian Road (4 lanes), Old Greenbank Road (4 lanes), Cedarview Road (4 lanes)
Master Servicing Plan & Jock River Reach 1 Subwatershed Study
Originally, the Environmental Assessment requirements associated with the Master Servicing and Jock River Reach 1 Subwatershed studies were also being integrated with the Official Plan Amendment under the Planning Act. However, these two studies are now proceeding independently following the Master Plan approach of the Class Environmental Assessment, fulfilling Phases 1 and 2 requirements.
Specific projects identified in the Master Servicing Plan within the Barrhaven South Community Design Plan are:
- Water distribution system
- Sanitary collection system
- Enclosure of a watercourse into a storm sewer
- New stormwater retention/detention ponds and appurtenances or infiltration systems including outfall to receiving water body
Barrhaven South Official Plan Amendment
After the open house, the Community Design Plan will be finalized. There will be a comprehensive amendment to the City of Ottawa’s Official Plan (2003) to effectively replace the land use designation for the entire study area including redesignating lands from Developing Community and Mixed Use Centre to General Urban and Major Open Space as per Schedule B; from Sand and Gravel Resource Area to General Urban Area as per Schedule A. Other schedule changes will also be included in the Official Plan Amendment for the transitway corridor (Schedule D); Greenbank Road, Cedarview Road, and Cambrian Road corridors (Schedule E).
Approval and Notification
The Official Plan Amendment (OPA), Community Design Plan and Transportation Master Plan will be presented to the City’s Planning & Environment Committee and City Council for approval in June of 2006. Once approved by City Council, notification of the Official Plan Amendment and the Transportation Master Plan will be advertised through a notice of adoption and there will be an opportunity to appeal to the Ontario Municipal Board (OMB) as per Section 17 and 21 of the Planning Act.
The Jock River Reach 1 Subwatershed Plan and Master Servicing Class Environmental Assessments will follow at a later date for City Council approval and subsequent filing of the documents for public review.
