Introduction

The Village Plan Review project will evaluate and update the existing Official Plan policies, which guide development for all villages including the Village of Dunrobin. A Village Plan analysis and Village Profile has been completed for Dunrobin to evaluate the existing policy and development situation in the village.

Village Plan Analysis

The Village Secondary Plan policies for Dunrobin were extracted from the former Township of West Carleton Official Plan that existed prior to amalgamation. These policies were approved in the 1990s. It is recommended that the policies which apply to Dunrobin be consolidated with the other six sets of village Township policies to create a consistent set of City of Ottawa policies which would apply equally to all villages without an independent plan. This recommended approach will eliminate the need for six separate Township policies and create a policy structure which is similar to what currently exists in Volume 1 of the Official Plan. This approach will alleviate overlap between the existing Township policy documents and create a consistent and easy to read set of Secondary Plan policies to guide future growth in the villages.

The following specific village policy for Dunrobin was brought forward from the former Township of West Carleton Official Plan and is currently part of the City of Ottawa Official Plan.

“Within all areas in which development is proposed, it must be proven that such development is feasible. In particular in the Village of Dunrobin, the Sand Pit located in the Southwest portion of Lot 1, Concession 3 shall require specific consideration. If development cannot be accommodated, it is suggested that this area be set aside for parks and recreation purposes, as an extension of the existing facility which is designated as Open Space”.

The village boundary for Dunrobin in the 2003 City of Ottawa Official Plan was appealed. In response to this appeal, there was an OMB hearing to consider expansion of the boundary south and east of the Thomas A Dolan Parkway. The OMB ruled that the proposal to expand the village boundary was premature but noted Dunrobin’s special character and indicated that:

“The expeditious launch of the Community Development Plan process would be a major asset which the Board fully encourages.”

The appeal was dismissed, “but without prejudice to the possibility of a new proposal for boundary expansion at a future date”.

Village Profile

The development history for Dunrobin is unusual. Historically the village included an area south of the Thomas A Dolan Parkway, where the historic village stood, within the former City of Kanata. In 1992 Kanata commissioned a study entitled The Dunrobin Private Services Study which indicated that “further study should be undertaken before there is an attempt to create a village on the Kanata portion of the boundary”. Subsequently Kanata asked the Region of Ottawa Carleton to remove, from the Kanata portion of the village, the village designation in the Regional Official Plan. The designation was changed to General Rural Area.

The other newer portion of the village built by subdivision from 1989-1994 is located north of Thomas A Dolan Parkway in the former Township of West Carleton and has a population of 301 people. This portion was designated as village in the former Township of West Carleton Official Plan, the City of Ottawa Official Plan policies were taken from this Plan.

Servicing

The village of Dunrobin is serviced via individual wells and septic systems. The City’s Infrastructure Policy Unit will be working to complete a Village Ground Water Characterization study to assess the groundwater in the village over 2011 and 2012. Dunrobin has been identified as a priority area to have this study completed.

Proposed Changes

Consolidate the existing six sets of Township Official Plan policy – which applies to 20 villages – into one consistent set of City of Ottawa, Secondary Plan policy to apply equally to all villages without an independent plan.

The spring 2011 public consultation session will help to inform the new consolidated Secondary Plan for villages. This session will:

  • Develop a vision statement for the village
  • Identify any specific needs for the village that need to be addressed in specific policy
  • Comment on an updated Land Use Schedule for the village

Next Steps

Staff anticipate going back to the public in the fall of 2011 with the results of the spring public consultation sessions and to present the recommended Official Plan amendment to adopt new consolidated and improved village Secondary Plan policies and schedules.

Following the fall public consultation, Staff anticipate taking a report to Committee and Council in late 2011 to report public consultation concerns and present recommend updates to the Official Plan – Volume 2C (Village Plans).
