FAQs
Do low-flow toilets really work as well as older toilets?
Yes and No. Testing such as the MaP testing program has shown that low-flow and high-efficiency toilets meet or exceed the current removal efficiency and flow requirements. The MaP testing program is a cooperative effort of Canadian and American partners and led by the Canadian Water and Wastewater Association that measures efficiency and effectiveness of toilets. Toilets on the City of Ottawa approved listing have met the requirements of MaP and other testing.

Which toilets should we replace?
When selecting which toilet to replace, consider which toilet is used most frequently, has the greater flush volume, and the lower replacement cost.

Which toilet should I purchase?
Select the toilet that best meets your needs and budget. Other matters to consider include: toilet footprint, trap size, bowl size, rough-in size, vent location, and bowl water surface area.
To apply for a rebate, the City has provided a list of approved toilets based on the Maximum Performance (MaP) Testing of Popular Toilet Models and other testing. Note, the City's list is subject to change. The MaP testing program is a cooperative effort of Canadian and American partners led by the Canadian Water and Wastewater Association that measures the efficiency and effectiveness of toilets.

Can I install the toilet?
You may install the toilet yourself or hire a licensed plumber or contractor to install the toilet. Note, the program is for homeowners. If you rent, please discuss the program with the property owner, as a rebate will only be processed for the owner.

How long will it take to process my rebate?
Processing time will depend on the number of applications received and follow-up required. Once the application form and necessary documentation are received, the City will verify and process the application. Once approved, a credit on your water bill should occur within eight to 10 weeks. If you are a condominium owner where water charges are included in the condo fees, or a resident on a private well, a cheque should be mailed within eight to 10 weeks.

Do I have to be on City water to participate in the program?
No, water efficiency for residents on private wells benefits not only the homeowner but also the community by reducing energy and treatment costs and reducing demand on local aquifers.

Do I need a water billing account number to apply for a rebate?
No. Rural residents on private wells should indicate "private well" where the application form requests the water meter account number.
Condominium owners, where water charges are included in condo fees, should indicate "n/a" where the application form requests the water meter account number and complete the section titled "Condominium fees".
